Ruto's Turbulent Three Years: Broken Promises, Shrinking Freedoms, and Mounting Accusations

President William Ruto's ascension to power in August 2022 was heralded by a wave of ambitious promises and a platform aiming for radical transformation in Kenya. He strategically positioned himself as the ardent champion of the nation's 'hustlers' and a steadfast defender of its democratic freedoms. Central to his political rhetoric was the 'bottom-up' slogan, a concept designed to signify a commitment to inclusivity, promising to carve out economic opportunities for the most vulnerable citizens and empower the historically marginalized to vocalize their grievances and speak truth to power. Furthermore, Ruto explicitly pledged an unwavering stance against severe human rights abuses, specifically condemning extrajudicial killings and enforced disappearances, often directly attributing their prevalence to the administration of his predecessor, Uhuru Kenyatta.
However, a critical examination of the approximately three years since he took office on August 9, 2022, reveals a presidency burdened by significant challenges and perceived deviations from these initial pledges. The 'heavy loads' that have accumulated during his tenure appear to exert considerable pressure on his administration. Even as he engaged in official duties, such as inspecting a government project during his tour of Garissa County in February 2025, the overarching narrative has become one of unfulfilled expectations and a struggle to maintain the momentum of his foundational promises.
The very democratic ideals and freedoms that formed the cornerstone of his campaign have come under intense public scrutiny. Incidents like the Saba Saba protests in Kitengela on July 7, which saw youth taking to the streets, indicate a palpable public sentiment that questions the practical application of the promised inclusivity and democratic space under the 'bottom-up' philosophy. Perhaps most critically, the pledge to eradicate police brutality and put an end to enforced disappearances has, for many, remained largely unaddressed. Families across Kenya continue to endure profound grief, mourning relatives lost due to police actions or agonizing over the unexplained disappearance of their loved ones. These persistent issues highlight a stark reality where the administration is perceived by many as having failed to significantly improve upon the very systemic injustices it vowed to dismantle, thus underscoring the formidable complexities and inherent difficulties in translating grand political visions into tangible, equitable governance.
