Nigeria's Fuel Price Nightmare: Experts Battle for Solutions Amidst Soaring Costs

Nigerian petroleum marketers' associations, PETROAN and IPMAN, are calling for urgent government intervention to curb surging fuel prices. They attribute the hike to escalating global crude costs and anti-competitive pricing by suppliers, proposing regulatory crackdowns and a deal with Dangote Refinery to stabilize prices for consumers.

Nigeria's Fuel Price Nightmare: Experts Battle for Solutions Amidst Soaring Costs

Fuel prices in Nigeria have recently experienced a significant surge, reaching between N1,310 and N1,345 per litre in various locations, including Abuja and its environs. This marks an increase from previous prices that ranged from N1,210 to N1,275 per litre. The escalating prices, which saw Brent crude hitting $95 per barrel and West Texas Intermediate (WTI) reaching $90 per barrel, have prompted strong reactions and calls for intervention from key petroleum marketers' associations in Nigeria.

The Petroleum Products Retail Outlets Owners Association of Nigeria (PETROAN) and the Independent Petroleum Marketers Association of Nigeria (IPMAN) have identified two primary reasons for this latest fuel price hike. Firstly, both associations, through their National Presidents, Billy Gillis-Harry (PETROAN) and Abubakar Maigandi (IPMAN), pointed to the escalating conflict between the United States and Iran as a major factor driving global crude oil prices upwards. This international instability directly impacts the cost of refined petroleum products. Secondly, the associations highlighted the pricing practices of petroleum products suppliers and depot owners within Nigeria. It was reported that Dangote Refinery and other depot owners, such as MRS, Optima, Pinnacle, and Soroman, have significantly raised their gantry and ex-depot petrol prices, with petrol being sold at between N1,267 and N1,285 per litre from depots, and Dangote Refinery at N1,265 per litre.

In response to these challenges, PETROAN's National President, Billy Gillis-Harry, urged the Federal Government to take decisive action against anti-competitive petrol pricing. He emphasized the crucial role of Nigeria’s regulatory bodies, including the Federal Competition and Consumer Protection Commission (FCCPC) and the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), in clamping down on such practices. Gillis-Harry advocated for a consistent review of fair market pricing, competitive pricing, and market-driven prices, meticulously examining all inputs of production and the eventual retail outputs. He further called for the government to maintain a persistent and constant check on the activities of refiners, depot owners, logistics providers, and middlemen in the supply chain. He also stressed the importance of ensuring that transporters adjust their prices downwards when fuel costs decrease, rather than maintaining perpetually high rates.

Complementing PETROAN's call, Abubakar Maigandi, National President of IPMAN, appealed to the Federal Government for direct intervention in the operations of Dangote Refinery. Maigandi suggested that the government should broker a deal with the refinery to facilitate a reduction in its ex-depot petrol prices, which would, in turn, lead to a reduction in retail fuel pump prices nationwide. He clarified that such an intervention by the Federal Government in the downstream petroleum sector should not be construed as a fuel subsidy but rather as a necessary measure in times of difficulty to stabilize prices. Both PETROAN and IPMAN stressed that the issue is primarily from the supplier side, not the retail outlets, as retailers simply sell products at a minimal markup to cover their operational costs, including finance, services, logistics, and overhead.

The combined appeals from PETROAN and IPMAN underscore a shared demand for urgent and strategic government action to address the spiraling fuel prices. Their proposed solutions highlight a multi-pronged approach encompassing strict regulatory oversight, fostering fair market competition, and direct engagement with key players like Dangote Refinery to ensure economic stability and relief for Nigerian consumers.
