Ghana's Ride-Share Revolution Faces New Tax Burden in 2024

The Ghana Revenue Authority (GRA) has officially announced the implementation of the Value Income Tax (VIT) for owners of ride-hailing vehicles, effective January 1, 2024. This new tax regulation is established under Section 22 of Regulations 2016, LI 2244, mandating commercial vehicle owners to pay income tax on a quarterly basis from their operational earnings.
To facilitate the smooth transition and compliance, the GRA has instructed leading ride-hailing companies such as Uber, Yango, and Bolt to promptly update their digital platforms. This update is crucial for accommodating the newly introduced tax regulations. The Commissioner General's authority to issue written directives, request taxpayer information, or integrate digital systems for tax monitoring is underscored by Sections 1, 33, and 35 of the Revenue Administration Act, 2016 (Act 915), as amended.
Compliance procedures for ride-hailing companies involve several key steps. Companies are required to obtain a digital copy of the VIT sticker, verify its authenticity with the GRA, and submit a quarterly roster of all vehicles actively operating on their respective platforms to the Authority. The GRA has emphasized that non-compliance with these regulations will result in penalties for both the ride-hailing drivers and the companies themselves, with enforcement commencing on January 1, 2024.
All operators of ride-hailing vehicles in Ghana are mandated to undergo a one-time registration of their vehicles at any GRA office. This registration is essential for enabling VIT payments, which can conveniently be made through the shortcode *222#.
