Europe is grappling with an escalating climate crisis, experiencing what has been termed 'climate whiplash,' as record-breaking heatwaves, widespread wildfires, and immense pressure on health systems and critical infrastructure become increasingly common. Heat, drought, fire, and floods are no longer isolated incidents but are arriving in rapid succession, exposing landscapes and infrastructure that are ill-equipped for the climate we now inhabit.

This vulnerability stems from decades of degrading natural landscapes through draining wetlands, straightening rivers, sealing soils, and other harmful practices. These actions have stripped Europe of its natural capacity to absorb, store, and slowly release water, a crucial 'sponge function' that once buffered climate extremes. The consequence is amplified extreme heat, prolonged droughts, and more destructive floods, intensifying as these extremes become more frequent and severe.

In response, the European Commission is developing its new European Framework for Climate Resilience, which includes binding legislation aimed at preparing Europe for escalating climate shocks. This presents a critical opportunity to shift climate adaptation strategies from reactive disaster response to proactive, large-scale action focused on reducing climate risks at their source. Public consultation reveals that Europeans overwhelmingly support investing more in prevention, advocating for nature-based solutions as the primary defense against these escalating climate risks.

Restoring the natural 'sponge function' of landscapes is paramount. This is no longer merely an environmental concern but is foundational to Europe’s economic resilience, public health, safety, and long-term competitiveness. Natural water infrastructure is a vital component of this security system. By restoring landscapes, cities can be protected from floods, water supplies stabilized during droughts, wildfire risks reduced, food production supported, urban areas cooled, and critical infrastructure maintained during climate extremes.

While the evidence for a different approach is clear—research, such as Germany’s KliMaWerk programme, demonstrates that large-scale water retention and landscape restoration are more effective and resilient than isolated technical solutions—the primary barrier remains governance. The true test for the Commission's upcoming legislation will be its ability to provide member states with the necessary tools and incentives to address systemic climate risks at their origin, rather than merely recognizing them.

Potential policy options include mandating member states to assess where natural water retention measures could mitigate flood, drought, and wildfire risks as a compulsory part of adaptation planning, drawing inspiration from Scotland’s Flood Act. Another approach could be to require national or regional 'sponge targets,' inspired by the Flemish Blue Deal, to enhance landscape water retention capacity and reduce hydrological volatility. This would allow member states flexibility in defining targets suited to their hydrological realities, while ensuring they confront the role degraded landscapes play in exacerbating climate risks. Such an approach would enable Europe to move from continuous disaster recovery to effective prevention, as it cannot rely solely on insurance, compensation, and rebuilding to overcome accelerating hydrological instability.

The issue extends beyond environmental organizations, engaging water companies, farmers, insurers, businesses, and regional authorities, all of whom have a direct stake in restoring landscape resilience given the immense economic costs of water cycle instability. Europe’s climate risks are systemic, demanding an equally systemic response. By prioritizing the restoration of landscapes and healthy water systems within climate legislation, the new European Framework for Climate Resilience can fundamentally redefine climate adaptation, strengthening economic resilience, public safety, and long-term competitiveness.

This systemic vulnerability is starkly evident in the ongoing, severe wildfire season across Europe, with France and Spain currently bearing the brunt of large, fast-moving blazes fueled by repeated heatwaves, drought, and strong winds. Hundreds of thousands of people have been forced to evacuate their homes, making it one of Europe's largest evacuation operations in decades. In France, fires near Bordeaux have burned approximately 42,000 hectares, forcing 220,000 evacuations and destroying 240 homes. Spain has seen over 80,000 hectares affected, with around 60,000 people evacuated, particularly from areas west of Madrid, Ávila, Toledo, and Castellón. Tragedies have also struck, with two firefighters dying in France and one in Italy while tackling these infernos.

The situation is expected to worsen with new heatwaves forecast; Spain's weather agency AEMET predicts temperatures up to 42°C in the northeast and 39°C in central areas, while Météo-France forecasts up to 40°C, accompanied by dry winds. The threat extends beyond the Iberian Peninsula and France, with extreme conditions looming for Hungary, Slovakia, and the Czech Republic, and Portugal also facing increasing risk.

The European Union has activated its Civil Protection Mechanism, deploying firefighting aircraft and personnel from various member states. France has received support from Czechia, Croatia, Germany, Portugal, Slovakia, Sweden, and Türkiye, while Spain has been aided by Greece, Italy, and Türkiye. The EU's Copernicus satellite system provides rapid mapping of affected areas, assisting emergency services. The Commission has also pre-positioned 777 firefighters in high-risk zones across southern Europe and maintains a rescEU transitional firefighting fleet of 22 aircraft and five helicopters. However, European Commission officials acknowledge that simultaneous large-scale fires are placing immense pressure on the continent’s common disaster response capacity, indicating that emergency response systems are struggling to adapt fast enough to the changing nature of the wildfire season.
