Anil Ambani Grilled: ED Summons Link to FEMA Inquiry Over Jaipur–Reengus Highway Project
Anil Ambani recently clarified that the summons issued by the Enforcement Directorate (ED) are in connection with a Foreign Exchange Management Act (FEMA) inquiry. This inquiry specifically pertains to a 15-year-old case linked to the Jaipur–Reengus (JR) Highway project, not allegations under the Prevention of Money Laundering Act (PMLA), contrary to certain media reports. A statement issued on behalf of Anil Ambani confirmed that the matter relates to a FEMA case concerning the Jaipur–Reengus highway project, aligning with the ED’s official media release dated November 3, 2025.
The origin of the issue dates back to 2010, stemming from a dispute involving a road contractor. In that year, Reliance Infrastructure Ltd had awarded an EPC (Engineering, Procurement, and Construction) contract for the construction of the Jaipur Ring Road, also known as the Jaipur–Reengus Highway. It was highlighted that this was an entirely domestic project, with no foreign exchange initially involved. The JR Toll Road has since been fully completed and, as of 2021, its management has been transferred to the National Highways Authority of India (NHAI).
Separately, on November 3, the ED announced that it had provisionally attached over 42 properties belonging to the Reliance Anil Ambani Group. These assets, valued at more than ₹3,083 crore, were linked to various sections of the PMLA Act. The attached properties included 30 assets of Reliance Infrastructure, 5 properties of Adhar Property Consultancy Private, 4 properties of Mohanbir Hi-tech Build Private, and one property each of Gamesa Investment Management Private, Vihaan43 Realty Private, and Campion Properties.
Furthermore, the ED's press release on November 3 detailed a separate search and seizure operation conducted under FEMA in the case of Reliance Infrastructure Ltd. This operation uncovered ₹40 crore that was allegedly siphoned from the Jaipur–Reengus highway project. Investigations revealed that these funds were moved through Surat-based shell companies to Dubai. This trail subsequently unearthed a much wider international hawala network, estimated to exceed ₹600 crore. Thus, the current summons to Anil Ambani specifically relate to this FEMA inquiry.
The statement from Anil Ambani's representatives also clarified his role within Reliance Infrastructure. It stated that he is not a member of the Board of Reliance Infrastructure. He served the company for approximately fifteen years, from April 2007 to March 2022, but only in the capacity of a non-executive director. During this period, he was never involved in the day-to-day management of the company, according to the statement.
