The agreement was formally concluded in Brasília, Brazil, during a high-level meeting. Nigeria's Minister of Aviation and Aerospace Development, Festus Keyamo, and Brazil's Minister of Ports and Airports, Silvio Filhos, finalized the pact in the esteemed presence of their respective heads of state, Presidents Bola Tinubu of Nigeria and Luiz Inácio Lula da Silva of Brazil.
