Zimbabwe Unrest: Watchdog Raises Alarm Over Police Assaults on Motorists
The Zimbabwe Independent Complaints Commission (ZICC), a constitutional oversight body established in terms of Section 210 of the Constitution of Zimbabwe and operationalised by the Zimbabwe Independent Complaints Commission Act [Chapter 10:34], has strongly condemned the assault of a motorist by members of the Zimbabwe Republic Police (ZRP). This incident, which occurred recently in Budiriro, was captured in a video that gained widespread circulation and public condemnation on social media.
In response to the public outcry and the widely circulated video, the ZICC issued a statement expressing its unequivocal condemnation of all forms of cruel, inhuman, or degrading treatment or punishment by law enforcement officials. The commission highlighted its mandate to ensure accountability and uphold human rights within the security services.
While acknowledging the public statement made by the ZRP through its National Spokesperson, Commissioner Paul Nyathi, which confirmed that disciplinary measures have been initiated against the implicated officers, the ZICC asserted its independent role. The commission stated that it would exercise its distinct mandate to review the incident thoroughly. This independent inquiry aims to determine whether the conduct complained of constitutes any violation of human rights, abuse of power, or maladministration, warranting further investigation in accordance with Sections 12 and 13 of the ZICC Act.
The ZICC further reiterated its commitment to professional policing, emphasizing that law enforcement activities must always be conducted within the strict bounds of the law. This includes demonstrating due respect for human dignity, exercising proportionality in the use of force, and adhering to fundamental principles of accountability and transparency.
To foster greater public trust and ensure oversight, the ZICC urged members of the public to actively lodge complaints with the commission in instances involving alleged misconduct by members of the security services. These complaints can be conveniently submitted through the Commission's provincial offices or via email at [email protected]. The commission concluded by affirming its ongoing engagement with the ZRP Command, with the ultimate goal of strengthening institutional operations, promoting lawful conduct, and rigorously safeguarding the constitutional rights of all Zimbabwean citizens.
