The details of the visit, including who the US spy chief was expected to meet and what specific topics would be discussed, remained unconfirmed by both Washington and Moscow.
This lack of official confirmation fueled speculation regarding the purpose and agenda of such a high-level diplomatic engagement.
The news of Ratcliffe's presence in the Russian capital emerged after a US Air Force Boeing C-17AGlobemaster III transport aircraft was observed landing at Moscow's Vnukovo airport earlier in the day.
Flight-tracking data indicated that the aircraft had arrived in Moscow from Riga, Latvia, having previously departed from Camp Springs, Maryland, which is home to Joint Base Andrews near Washington.
The unexplained nature of this flight initially sparked widespread speculation that senior US officials, potentially including President Donald Trump’s envoys Steve Witkoff and Jared Kushner, might be traveling to Moscow.
Both of them will have to repeated talks with Russian officials in the past, and further fueling these observations, a US diplomatic motorcade was spotted traversing the Russian capital shortly after the aircraft's arrival.
Despite the media reports and visible activities, Kremlin spokesman Dmitry Peskov stated on Tuesday that he possessed no information regarding the US military aircraft's visit.
He also explicitly denied any planned meetings with representatives of the US administration at the Kremlin during that week, adding another layer of mystery to the reported visit.
The reported trip occurred just one day after Ukraine commemorated its 35th Independence Day.
This significant event saw numerous European leaders traveling to Kyiv to express their solidarity and support for Ukraine in its ongoing defense against Russia's full-scale invasion.
Notably, no serving representatives of the Trump administration attended Monday’s events in Kyiv.
Furthermore, despite earlier speculation that the anniversary might mark their first visit to Ukraine, neither Witkoff nor Kushner attended.
It is highlighted that despite their repeated meetings with Russian officials and Witkoff's eight previous visits to Moscow, neither envoy has traveled to Kyiv since assuming a leading role in the Trump administration’s diplomatic efforts.
John Ratcliffe has a history of maintaining contacts with his Russian intelligence counterparts and has previously participated in sensitive negotiations with Moscow.
Specifically, he was directly involved in discussions with a senior Russian intelligence official that culminated in the release of US-Russian dual national Ksenia Karelina in April 2025, demonstrating his experience in high-stakes diplomatic and intelligence exchanges with Russia.
The last known instance of a CIA director traveling to Moscow was William Burns, who made a visit in November 2021, just months before Russia initiated its full-scale invasion of Ukraine.
