Trade War Escalates: India Reacts to Crushing US Tariffs on Exports

The recent imposition of a 50 percent tariff by Washington on Indian goods is set to significantly impact India's merchandise exports to the United States. The Union finance ministry has estimated that approximately 55 percent of the total value of these exports will now face a cumulative 25 percent reciprocal tariff, effective from August 7. This unprecedented move poses a considerable challenge, particularly for key sectors such as textiles, footwear, and jewelry, whose actual impact will be influenced by factors like product differentiation, quality, existing contracts, and market demand resilience.
In response, the Indian government has underscored its commitment to protecting and promoting the welfare of its farmers, entrepreneurs, exporters, and MSMEs. Various measures are being actively pursued to bolster India’s exports and mitigate the adverse effects of the tariffs. The commerce ministry, for instance, is focusing on a strategy built on four pillars: export diversification, import substitution, and export competitiveness. This strategy involves targeting an expanded list of 50 countries in regions like the Middle East and Africa, which collectively account for about 90 percent of India’s total exports. Initially focusing on 20 countries, the ministry has now included an additional 30, with detailed, product-by-product analysis underway across almost all sectors. The government is also weighing other countermeasures, including offering targeted subsidies and fast-tracking trade agreements with alternative partners, while engaging in active consultations with exporters, MSMEs, and trade associations to assess damage and formulate precise responses. Analysts suggest that while short-term challenges are inevitable, reducing an over-reliance on the US market could ultimately strengthen India’s long-term export position.
Mirroring this national resolve, individual states are also initiating their own strategies. Maharashtra, under Chief Minister Devendra Fadnavis, has announced the establishment of a third dedicated "war room" specifically for the Industries sector. This new initiative is designed to accelerate economic reforms and industrial growth, transforming the challenge posed by US tariffs into an opportunity. Mr. Fadnavis emphasized moving forward "without fear," identifying alternative markets, and converting this adversity into a catalyst for positive change.
The new industrial war room in Maharashtra will concentrate on ensuring the effective implementation of the "Ease of Doing Business" policy. It aims to remove bottlenecks hindering industrial development and streamline approval processes for new investments. Building on the success of existing war rooms for infrastructure and social services, this new body will be tasked with integrating all departmental services onto a single portal. Currently, 119 services from 15 departments are available, and the Chief Minister has urged remaining departments to join for enhanced efficiency. Regular monthly reviews of the war room’s progress will be conducted, reinforcing the importance of digital governance and a robust single-window clearance system to minimize delays for industrial projects. Furthermore, the state government is encouraging the development of private industrial parks, particularly outside traditional Maharashtra Industrial Development Corporation (MIDC) areas, with a specific focus on supporting small and medium enterprises (SMEs). Proposals include exempting agro-processing industries spanning five hectares or more from prior permissions and fast-tracking environmental clearances for non-polluting industries, along with land measurement processes. Chief Minister Fadnavis reiterated that "Ease of doing business should not just remain a policy on paper—it must reflect real change on the ground," assuring that the new war room will ensure governmental responsiveness to businesses, fostering an ecosystem conducive to growth, investment, and employment within Maharashtra.
