Startup Crisis Looms? Industry Leaders Demand Single-Window Clearance Amid H1B Visa Policy Shifts

Indian industry executives are advocating for the implementation of a single-window clearance system for Global Capability Centres (GCCs), startups, and research organizations. This proposal comes in direct response to the recent revisions in the US H1B visa policy, with the overarching goal of stimulating domestic innovation and attracting greater investment within India.
Several prominent Indian executives have highlighted that simplifying regulations, enhancing the ease of doing business, and introducing such a streamlined clearance mechanism would significantly accelerate investment and foster innovation. Kapil Joshi, CEO of IT Staffing at Quess Corp, emphasized, "Simplifying regulations, enhancing the ease of doing business, and introducing a single-window clearance system for startups, GCCs, and research organisations will accelerate investment and innovation." A single-window clearance system is defined as a government-provided online platform designed to simplify the process for businesses and investors to obtain necessary approvals, licenses, and clearances from various government bodies.
The impetus for these calls stems from the US H-1B visa program overhauls, which initially included a proposed steep USD 100,000 annual fee on H-1B visa applications. While the US Administration later clarified that this fee would primarily target new H-1B visa petitions, not existing holders or renewals, the potential adverse effects have been a significant concern. Kapil Joshi further noted the immediate impact on sectors such as Information Technology, GCCs, and other US-facing industries, suggesting potential shifts in workforce deployment strategies for firms.
Dewang Neralla, Founder & CEO of cross-border payments platform HiWiPay, observed that the proposed fee underscores a new global reality where talent is becoming more expensive and less mobile. Neralla sees this as both a challenge and a significant opportunity for India: "While many aspire to work abroad, this shift creates the chance to build strong, globally competitive ecosystems at home. Like China once did." Sanjay Tripathi, CEO & Co-Founder of BRISKPE, echoed this sentiment, arguing that by making it cost-prohibitive for the world's top doctors, engineers, and innovators, the U.S. risks impeding its own engine of innovation. He asserted, "Instead, this will accelerate India's rise as the hub for research, patents, and startups."
Apurv Agrawal, Co-founder & CEO of SquadStack.ai, further articulated that while the new provisions have created sudden uncertainty for a substantial number of Indian professionals, it also signals a major paradigm shift. Agrawal stated, "India is no longer a stepping stone; it is the destination. With the kind of AI-first companies and global-scale opportunities being built here today, we have a once-in-a-generation chance to retain and welcome back world-class talent."
In an official statement regarding restrictions to the US H1B visa program, the Ministry of External Affairs' Official Spokesperson highlighted that both Indian and US industries share a vested interest in innovation and creativity, and are expected to collaborate on finding the most effective path forward. The statement emphasized that skilled talent mobility has historically contributed to innovation and wealth creation in both countries, indicating that policymakers will be assessing recent developments carefully.
