Road and Bridge Tolls to be Reintroduced

The Government of Ghana is reintroducing road tolls with a modernized, technology-driven system aimed at improving efficiency, revenue generation, and transparency. The new system will be implemented at 65 toll booths nationwide, an increase from the 39 previously in operation.

The Ministry of Roads and Highways is inviting qualified Ghanaian private sector entities to submit tenders for pre-qualification in the design, financing, construction, operation, and maintenance of the new tolling system. This initiative aligns with the Public Private Partnership Act, 2022 (Act 1039).

Nasir Ahmad Yartey, Head of Public Relations of the Ministry of Roads and Highways, stated that the procurement process prioritizes Ghanaian-owned companies or consortia led by Ghanaians, with at least 51% Ghanaian ownership. The pre-qualification process will assess the technical, financial capacity, and legal status of the firms.

The deadline for bid submissions is June 19, 2025. The successful bidder will be responsible for mobilizing capital for the tolling system’s modernization and undertaking the design and construction through engineering, construction, and installation of toll gantries/plazas and related infrastructure. They will also manage toll collection, ensure system reliability, and implement robust systems to maximize revenue collection and minimize leakages.

Additionally, recent heavy rains in Accra have left debris across many parts of the city.
