President Tinubu's Swift Return from French Vacation Sparks Curiosity and Speculation

President Bola Tinubu returned to Abuja on Tuesday, September 16, 2025, concluding a working vacation in Paris, France, earlier than planned. His official aircraft, Nigeria Air Force (NAF) 1, landed at approximately 6:50 PM local time at the Presidential Wing of the Nnamdi Azikiwe International Airport. He was received by a delegation of senior government officials, including Senate President Godswill Akpabio, Chief of Staff Femi Gbajabiamila, Nasarawa State Governor Abdullahi Sule, and Minister of Finance and Coordinating Minister of the Economy, Wale Edun.
President Tinubu had departed Abuja on September 4, 2025, for what was initially planned as a two-week annual holiday, with intentions to split his time between France and the United Kingdom. While in Paris, he held a private luncheon with French President Emmanuel Macron at the Élysée Palace. However, the Presidency announced on Monday, September 15, that President Tinubu would cut short his trip, returning ahead of the initially scheduled conclusion on September 19, signaling an urgent return to national responsibilities.
A primary catalyst for President Tinubu's expedited return is the impending expiration of the six-month emergency rule imposed on Rivers State, which is set to expire on Thursday, September 18, 2025. This state of emergency was declared on March 18, 2025, to address a protracted political crisis in the state, stemming from tensions between Governor Siminalayi Fubara and the Minister of the Federal Capital Territory, Nyesom Wike, compounded by incidents such as the purported blowing up of oil installations.
In response to the escalating security and political instability, President Tinubu intervened by appointing Ibok-Ete Ekwe Ibas, a former Chief of Naval Staff, as the sole administrator of Rivers State. As the emergency rule concludes, President Tinubu must exercise his powers, as outlined in Section 305 of the Constitution of the Federal Republic of Nigeria, 1999, as amended, to either extend or terminate the rule. Ending the emergency rule necessitates specific presidential actions, including a nationwide broadcast to suspend the state of emergency, normalising affected functions, and signing a decree to formalize the suspension.
The procedures for the transition back to Governor Fubara’s administration have sparked debate. One school of thought suggests that since the governor was suspended and not impeached, he does not require a new oath, and his return is independent of the National Assembly. This view proposes that the sole administrator could simply hand over to either the Secretary to the State Government or the Head of Service. Conversely, others argue that precedents from previous administrations, such as those of former presidents Olusegun Obasanjo and Goodluck Jonathan, indicate the necessity for nationwide broadcasts and signed decrees when lifting states of emergency.
Beyond the critical situation in Rivers State, Presidency sources hinted that President Tinubu's early return also enables him to prepare for his participation in the 80th session of the UN General Assembly (UNGA 80). The session commenced on Tuesday, September 9, 2025, with the high-level General Debate scheduled to begin on Tuesday, September 23, 2025. Presidential protocol typically requires the President to depart Abuja for New York two days before the high-level debate. Separately, on Monday, September 15, 2025, President Tinubu extended felicitations to civil engineer Biidun Otunola on his appointment as Honorary Lagos Consul of the United Mexican States, acknowledging his contributions to transport infrastructure nationwide and his efforts to strengthen Nigeria-Mexico relations.
