Political Shift: Commissioners Champion 'Value Reorientation' in APC States

The Progressive Commissioners of Information, representing states governed by the All Progressives Congress (APC), have committed to a robust collaboration with the federal government to ensure the implementation of the National Value Reorientation Charter across APC-led states. This significant resolution emerged from their Quarterly Strategy Meeting, convened between Wednesday and Thursday at the Government House in Maiduguri, where a detailed communique outlining their commitments was signed and issued by the Chairman of Progressive Commissioners of Information and the Director General of the Progress Governors Forum.
A central tenet of the meeting was the emphasis on strengthening the synergy between the Federal Government and the Progressive Governors’ Forum (FGN-PGF). This collaboration is deemed a strategic imperative for accelerating development outcomes throughout all APC-governed states. To achieve this, the commissioners resolved to deepen coordination, ensure policy alignment, and establish joint implementation frameworks. The objective is to foster coherence, maximize impact, and ensure shared progress at both the federal and subnational levels, thereby creating a unified approach to governance and development.
During the meeting, the commissioners formally received and endorsed the Report on the PGF National Value Reorientation Campaign. They acknowledged its profound importance in revitalizing civic responsibility, cultivating patriotism, and reinforcing ethical consciousness among Nigerian citizens. Demonstrating their commitment, the commissioners pledged to intensify state-level ownership of this crucial campaign. This will involve the deployment of localized messaging tailored to specific state contexts, forging strategic partnerships with various stakeholders, and initiating community-driven advocacy efforts to ensure widespread adoption and impact of the charter at the grassroots.
Furthermore, the meeting addressed the need for a harmonised framework to tackle national issues that have a direct bearing on APC-governed states. The commissioners committed to fostering coordinated messaging strategies, enhancing crisis communication preparedness, and maintaining unified engagement. These measures are designed to collectively safeguard the interests and uphold the positive image of APC governments across the entire federation, ensuring a consistent and proactive response to public concerns and national discourse.
Acknowledging the critical role of data-driven governance, the commissioners resolved to adopt an evidence-based communication approach. This includes implementing a comprehensive Monitoring and Evaluation (M&E) framework equipped with clear performance indicators. Such a framework will enable the tracking of progress and the measurement of the tangible impact of all media and communication initiatives. The quarterly strategic meeting itself was convened with the overarching theme “FGN–PGF Synergy 2025: One Message, One Future,” focusing on strategic domain review and future projections, serving as a vital platform for peer learning, sharing state-level experiences, and fostering innovation in communication models. It also facilitated the harmonisation of messaging strategies aimed at promoting good governance, policy coherence, and democratic accountability across all APC states.
The commissioners confidently asserted that APC governors are consistently making sound policy choices and undertaking decisive actions that are tangibly improving governance and significantly enhancing the well-being of citizens within their respective states. They highlighted that Progressive Governors are actively driving development through strategic investments and forward-looking policies. These initiatives, they claimed, are already yielding visible results and are successfully reshaping national narratives, as evidenced by the growing economic stability and progress being recorded across the nation.
To ensure continued effectiveness and learning, the meeting concluded with an agreement for periodic assessment of impact, thorough documentation of results, and systematic sharing of best practices among all APC states, under the expert coordination of the PGF Secretariat. Additionally, the meeting unanimously established the new leadership of the Forum of Commissioners for Information of APC-Governed States: Professor Usman Tar (Honourable Commissioner, Borno State) as Chairman, Dr. Erasmus Ekpang (Honourable Commissioner, Cross River) as Secretary, and Ahmed Maiyaki (Honourable Commissioner, Kaduna) for Communication & Public Engagement.
