New Era for Justice: Ahmed Musah Appointed Judicial Secretary

President John Dramani Mahama has officially approved the appointment of Musah Ahmed as the new Judicial Secretary of the Judicial Service of Ghana. This significant appointment, which took effect immediately and saw Mr. Ahmed sworn into office on Wednesday, October 8, 2025, aligns with Article 148 of the 1992 Constitution and was made upon the advice of the Judicial Council. The swearing-in ceremony was administered by the Acting Chief Justice, His Lordship Justice Paul Baffoe-Bonnie. Mr. Ahmed succeeds Dr. Cyracus B. Bapuuroh, who had been serving in an acting capacity as Deputy Judicial Secretary since April 2025, and he now stands as the 17th individual to hold the esteemed position of Judicial Secretary since the inception of the First Republic.
Bringing over 25 years of extensive legal experience to his new role, Musah Ahmed previously led Ahmed Legal Consult as its Chief Executive Officer. During his distinguished private legal practice, he cultivated specialized expertise across several critical areas including Maritime Law, Commercial Law, Constitutional Law, Land Law, and International Law. His advisory services have been highly sought after by diverse entities, ranging from Diplomatic Missions, such as the Embassies of the Kingdom of Saudi Arabia and the State of Kuwait, to various corporate and traditional institutions.
Beyond his private practice, Mr. Ahmed has a notable record of public service and contributions to institutional development. He served as the Vice-Chairman of the Hajj Board and has actively contributed to key initiatives focused on the rule of law and institutional strengthening. As a founding member of the Legal Resource Centre, he played an instrumental role in advancing access to justice and bolstering institutional capacities within Ghana's legal framework.
Academically accomplished, Mr. Ahmed is a recipient of the prestigious B. J. da Rocha Prize and has authored scholarly publications on pertinent subjects like cybersecurity, parliamentary immunity, and natural resource governance. He holds an LL.M. in National Security Law, earned from the University of Ghana in 2023, following his LL.B. with Honours from the same university in 1997. In 1999, he obtained his Qualifying Certificate from the Ghana School of Law, where he was recognized as the Best Student in Advocacy and Legal Ethics.
An active member of several professional bodies, including the Ghana Bar Association, the American Bar Association, and the National Bar Association in Washington, D.C., Mr. Ahmed is deeply committed to the values of integrity, excellence, and service. These principles are expected to profoundly guide his tenure and contributions as the new Judicial Secretary, leveraging his strong legal drafting skills, sharp analytical thinking, and fluency in technology for the advancement of Ghana's Judicial Service.
