Lagos Unveils LASHMA-AID: A Bold Move to End Emergency Care Denials

Lagos State has officially launched the LASHMA-AID Emergency Services Programme, a groundbreaking initiative designed to guarantee that no resident is denied life-saving medical care due to prohibitive costs, procedural delays, or administrative confusion. Unveiled at GRA Ikeja, this programme formally institutionalises emergency medical stabilisation for both insured and vulnerable residents under the Lagos State Health Insurance Scheme, ILERA EKO, in strict adherence to Governor Babajide Sanwo-Olu’s Executive Order on Mandatory Social Health Insurance.
Dr. Kemi Ogunyemi, the Special Adviser to the Governor on Health, lauded the launch as a historic milestone. She emphasised that LASHMA-AID significantly strengthens Lagos State’s commitment to achieving universal health coverage and exemplifies responsive governance. According to Dr. Ogunyemi, this initiative underscores the governor’s unwavering resolve to ensure unhindered access to healthcare, with health remaining a fundamental pillar of the THEMES Plus Agenda, complemented by sustained investments in critical infrastructure, advanced digital health systems, and robust emergency response mechanisms.
Dr. Ogunyemi also highlighted a series of significant health reforms undertaken by the state. These include the implementation of the Smart Health Information Platform, which seamlessly links public health facilities, the strategic expansion of 24-hour primary healthcare centres, the comprehensive upgrades of over 27 Primary Healthcare Centres (PHCs) under the World Bank-supported IMPACT Programme, and the remarkable growth in the number of functional PHCs, now exceeding 336 across Lagos State. She further noted the state's success in reducing out-of-pocket healthcare spending through health insurance and enhancing financial protection for the poor by dedicating one percent of the Consolidated Revenue Fund as an equity fund, which has been increased to N3 billion annually and made a first-line charge. Dr. Ogunyemi described LASHMA-AID as a vital lifeline, specifically designed to address long-standing deficiencies in emergency response by establishing a structured, coordinated, and financially protected system that unequivocally prioritises saving lives before any administrative checks are performed.
Residents can readily access emergency care through the universal emergency numbers, 112 or 767, or by utilising the dedicated LASHMA toll-free line, 0800 000 LASHMA. Medical evacuation and rapid response services are expertly delivered through LASAMBUS, which has been recently fortified with additional ambulance bikes and state-of-the-art Mobile Intensive Care Unit (MICU) ambulances. This year alone, LASAMBUS has attended to over 5,000 emergency cases, with approved plans for further recruitment of nurses and bike riders to substantially boost its rapid response capacity.
In a message of goodwill, Hon. Musibau Aina Lawal, Chairman of the House Committee on Health, affirmed that LASHMA-AID effectively translates legislative intent into practical, life-saving action. He stressed that the programme ensures emergency stabilisation takes clear precedence over enrolment verification or payment processes. Hon. Lawal highlighted the initiative’s alignment with the Health Scheme Law and the Governor’s Executive Order, reinforcing the fundamental principle that the preservation of life must always be paramount, while also assuring continued legislative support for the programme.
Dr. Adebayo Adedewe, Chairman of the Lagos State Health Management Agency (LASHMA), elaborated on the programme’s inception, stating it was conceived from Sections 6 and 7 of the Executive Order and meticulously developed through extensive stakeholder engagement with both empanelled and non-empanelled healthcare providers. Dr. Adedewe explained that LASHMA-AID comprehensively covers up to 48 hours of in-facility emergency stabilisation for both enrollees and identified vulnerable residents. This coverage is supported by clear operational guidelines, detailed provider handbooks, and established escalation pathways. He emphatically stressed that no emergency patient should ever be turned away, adding that the initiative seamlessly integrates hospitals, ambulance operators, and LASHMA’s internal coordination unit into a single, cohesive response chain, encompassing pre-hospital care, patient transfers, and early stabilisation. In a subsequent interview, Dr. Adedewe urged residents to overcome any fear of seeking care during emergencies, assuring them that LASHMA would bear the cost of stabilisation, with affected persons subsequently registered onto the scheme. He also mentioned that data-driven monitoring would continuously track response times, utilisation, and outcomes, facilitating ongoing improvement, with target emergency activation response times set at two to three minutes.
Permanent Secretary of LASHMA, Dr. Emmanuella Zamba, further clarified that the programme effectively closes a significant gap that previously deterred private providers from participating in emergency care due to the lack of guaranteed payment. She explained that under LASHMA-AID, both empanelled and non-empanelled facilities are now covered for emergency stabilisation services, with LASHMA assuming full responsibility for payment, irrespective of whether the patient is already insured or identified as vulnerable.
