Japan Shocks World: Designates Kisarazu as Nigerians' New Hometown, Offers Migration Programme

The government of Japan has officially designated the city of Kisarazu as the new "hometown" for Nigerians willing to live and work in the country. This strategic move, announced on the sidelines of the 9th Tokyo International Conference for African Development (TICAD9) on Thursday, August 21, and confirmed by the Director of Information at the State House, Abiodun Oladunjoye, on Friday, August 22, aims to deepen cultural diplomacy, promote economic growth, and enhance workforce productivity between the two nations.
Under this new partnership, the Japanese government will introduce a special visa category tailored for highly skilled, innovative, and talented young Nigerians aspiring to relocate to Kisarazu. Additionally, artisans and other blue-collar workers from Nigeria who are ready to upskill will also be eligible for this special dispensation visa, enabling them to contribute to Japan's industrial and service sectors. The Japan International Cooperation Agency (JICA) facilitated this program, which also extended similar designations to other African countries: Nagai in Yamagata Prefecture for Tanzania, Sanjo in Niigata Prefecture for Ghana, and Imabari in Ehime Prefecture for Mozambique.
The formal recognition saw Nigeria’s Chargé d’Affaires and Acting Ambassador to Japan, Florence Akinyemi Adeseke, and Yoshikuni Watanabe, the Mayor of Kisarazu, jointly receive the certificate from the Japanese government. This arrangement is designed to strengthen exchanges with the four African countries by officially linking Japanese municipalities with existing relations with these nations, fostering a foundation for two-way exchanges and manpower development that will add significant value to the economic growth of Japan, Nigeria, and the other three partner African nations.
Local authorities in Kisarazu express optimism that these designations will lead to an increase in their city's population, thereby contributing to their ongoing regional revitalization efforts. This is not Kisarazu's first connection with Nigeria; the city previously served as the official host town for the Nigerian contingent during their pre-games training camps and acclimatization ahead of the COVID-19 delayed Tokyo 2020 Olympic Games.
During his opening address at TICAD9, Japanese Prime Minister Shigeru Ishiba highlighted Japan's commitment to Africa by announcing $5.5 billion in new investment for the continent. He underscored the critical importance of mutual understanding, locally rooted solutions, and collaborative efforts for Africa’s sustainable development. Prime Minister Ishiba outlined Japan’s strategic focus on three key areas: private sector-led sustainable growth, empowerment of youth and women, and regional integration and connectivity both within and beyond Africa. He also acknowledged Japan’s own demographic challenges, including its ageing population and shrinking agricultural land, and appealed to African countries for assistance and collaboration in addressing these issues, thereby deepening bilateral and multilateral relations. This initiative marks a significant new phase of cultural and economic cooperation, poised to create extensive opportunities for both Japan and Nigeria in the coming years.
