India Calls for Review of Loans to Pakistan

Following a terror attack in Pahalgam, India intends to urge global multilateral agencies, including the IMF and ADB, to reassess financial aid to Pakistan. This diplomatic move follows a terror attack in Pahalgam last month that resulted in the deaths of 26 tourists. India plans to formally request these agencies to re-evaluate their financial support to Pakistan.

The IMF Executive Board is scheduled to meet with Pakistani officials on May 9 to conduct the first review of the extended funding facility and consider a request for an arrangement under the resilience and sustainability facility. During this meeting, the IMF Board will evaluate a fresh USD 1.3 billion arrangement for Pakistan under its climate resilience loan program and assess an ongoing USD 7 billion bailout package.

As of December 31, 2024, the Asian Development Bank (ADB) has committed 764 public sector loans, grants, and technical assistance projects to Pakistan, totaling USD 43.4 billion. ADB's current sovereign portfolio in Pakistan includes 53 loans and 3 grants worth USD 9.13 billion. Recently, ADB committed a USD 320 million loan for the Khyber Pakhtunkhwa Rural Roads Development Project, aimed at upgrading approximately 900 kilometers of flood-susceptible rural roads in the province.

In January 2025, the World Bank approved a USD 20 billion lending package for Pakistan, designed to assist the country in overcoming its financial challenges.
