Even if Find My is still theoretically available, there are several things that might keep you from seeing a location. E.g., the phone's battery charge may have run out. If you do see a location, it would be most unwise to go there, yourself, to confront criminals in person. You might lose a lot more than just a phone.

If you fell for "phishing" and gave the thief the information needed to remove the phone from your Apple account, the thief can now reset your phone and "make your phone their own."

The best that you could do in that case would be to report your phone stolen to the police and to your carrier, and ask your carrier to blacklist the phone so that it will not receive cellular service again.
