Google Bows to Ugandan Law, Ends Court Battle Over Local Registration
The African technology landscape is currently experiencing significant shifts, marked by increased regulatory enforcement and innovative advancements in digital finance. These developments are shaping how global tech giants operate within the continent and are simultaneously empowering local businesses and individuals through enhanced digital services and opportunities.
A notable instance of this regulatory shift is Google's quiet withdrawal from a major legal battle in Uganda. The tech giant chose to pull its appeal against a landmark ruling by Uganda’s Personal Data Protection Office (PDPO), thereby accepting the obligations it previously contested. Under the 2025 decision, Google was found to be operating without proper registration as a "data controller" and transferring Ugandans' personal data abroad without the required local safeguards. The initial verdict mandated Google to register with the PDPO, appoint a Uganda-based Data Protection Officer, and establish a compliant framework for cross-border data transfers. This compliance signals that Uganda’s data-privacy laws are applicable even to global corporations, setting a precedent across Africa where regulators are increasingly serious about safeguarding citizens' digital rights. Nigeria, for example, through its Data Protection Commission (NDPC), also demonstrated this trend by fining Meta in 2025 for alleged violations related to behavioural advertising. For Ugandan internet users, this move promises stronger data protections, greater oversight, and a more accountable digital ecosystem, while reminding tech companies of their obligations in African markets.
In parallel, the continent is witnessing groundbreaking innovations in mobile money. Vodacom Tanzania is revolutionising its M-Pesa service with the introduction of M-Pesa Global Payment, an advanced suite of international payment features. This initiative allows its 22 million users to make payments to merchants in China, Dubai, Uganda, and any location where Visa is accepted, directly from their mobile phones. This expansion is made possible through strategic partnerships with major players such as Visa, Alipay, MTN Uganda, Network International, Magnati, and TerraPay, effectively turning M-Pesa into a versatile global payments tool. Tanzanian users can now pay Chinese merchants via Alipay, settle directly into MTN MoMo wallets in Uganda, and utilize a virtual Visa card generated within the M-Pesa app for tap-to-pay functionality at Visa-enabled terminals worldwide. This is particularly transformative for Tanzanian traders, who imported over $860 million worth of goods from China last year and often contend with risky cash transactions or costly intermediaries. The standout feature, M-Pesa Tap & Pay, represents Africa’s first phone-based contactless payment system powered by Visa tokenisation, further blurring the lines between mobile money and traditional banking tools—a growing trend across East Africa driven by the need to address slow, fragmented, and expensive cross-border payments for SMEs. Vodacom's strategy leverages M-Pesa's dominance in Tanzania’s financial system to open new trade corridors and integrate ordinary users into the global digital economy.
The spirit of innovation and adaptation within the African tech space is also exemplified by individuals like Unyime Tommy, the Managing Partner at Assurdly. Assurdly enables companies to focus on customer service and innovation, demonstrating that success in tech is driven by access, people, and execution, beyond just coding, and empowering brands across Africa to build fast, experiment, and maintain competitiveness.
