In a July 15 statement, the Authority clarified its transition from advocacy body to full regulator following the law’s presidential assent in October 2024.

Act 1122 mandates shipping lines, freight forwarders, terminal operators, and clearing agents to submit proposed charges for GSA review before implementation. “We have enforced this obligation without hindrance,” the GSA stated, confirming it rejected some fee increases due to insufficient commercial justification. The Authority emphasized its “inquisitorial rather than adversarial” enforcement approach, ensuring all parties are heard during complaint investigations.

A key focus involves addressing shippers’ complaints about arbitrary foreign exchange rate application by shipping lines. The GSA confirmed engagement with the Bank of Ghana and stakeholders, noting: “A directive is expected from the Bank of Ghana following a July 15 meeting” to resolve the practice.

To strengthen implementation, the Authority has initiated stakeholder consultations to develop a supporting Legislative Instrument. “This collaborative approach ensures our enforcement remains fair, firm, and beneficial to sector growth,” the statement concluded, reaffirming the GSA’s commitment to transparency and positioning Ghana as a preferred trade hub.
