Ghana Pioneers National ID as Payment Gateway
Across Africa, several nations are embarking on significant digital transformations within their financial and governmental sectors, leveraging technology to enhance accessibility, compliance, and efficiency. From Ghana revolutionizing its national identification system into a payment gateway, to Nigeria bolstering its financial technology sector's regulatory adherence, and South Africa modernizing its tax administration with digital identities, the continent is witnessing a profound shift in how public services and financial transactions are conducted.
In Ghana, the national identification document, the Ghana Card, is evolving far beyond its traditional role. The National Identification Authority has integrated a digital wallet directly into the card, transforming it into a versatile payment instrument. This innovative feature allows users to make payments online, in physical stores, at ATMs, and even across more than 200 countries internationally. Activation of these payment functionalities is user-friendly, achievable via the MyCitizens mobile app or by dialing the USSD code *402#. Crucially, this system is designed for interoperability, functioning seamlessly across various banks rather than being confined to a single provider. This development is poised to significantly impact financial access in a country where credit card usage is notably low, projected at just 0.6%. By embedding payment capabilities directly into a national ID, Ghana aims to bring more citizens into the formal financial system, bypassing the need for traditional banking tools. This initiative is part of a broader strategic vision that consolidates identity, travel (with e-passport functions already established), and now payments into a unified system. The Bank of Ghana has been a driving force behind this transformation, mandating the Ghana Card as the primary identification for all banking and regulated financial services since 2022. Furthermore, Ghana's approach could serve as a pioneering model for payments across Africa, potentially reducing the continent's reliance on global payment giants like Visa and Mastercard by fostering identity-based financial ecosystems.
Meanwhile, Nigeria's financial technology landscape is undergoing a significant regulatory refinement as the Central Bank of Nigeria (CBN) launches a new pilot program focused on strengthening compliance within the digital asset space. Leading Nigerian fintech firms, including Flutterwave, Paystack, and Juicyway, have been selected to participate. The program's core objective is to help these companies enhance their Anti-Money Laundering (AML), Counter-Terrorism Financing (CFT), and Counter-Proliferation Financing (CPF) frameworks. This initiative extends to include other players like crypto platforms, signaling the regulator's intent to gain a deeper understanding of these businesses' operations and associated risks. The CBN is adopting a more hands-on regulatory approach, moving beyond mere rule issuance to direct, supervised engagements with fintechs.
