Europe faces a critical juncture, needing to confront its escalating reliance on China for clean-energy technologies and simultaneously make significant upfront investments in climate resilience, as articulated by EU Climate Action Commissioner Wopke Hoekstra. Hoekstra warned that delaying action on reducing dependency on China would only exacerbate strategic vulnerabilities and increase future costs, stating that the EU should have addressed this issue "five to ten years ago." He underscored that while immediate costs might be higher, acting now is "much cheaper and much more to our advantage" than further procrastination.

The push for climate neutrality by 2050 necessitates rapid deployment of solar, wind, batteries, and other clean technologies. However, Europe's heavy reliance on Chinese manufacturers for essential components like electric vehicles, batteries, solar panels, and energy storage risks merely substituting one strategic dependency—akin to its past reliance on Russia for energy—with another. This vulnerability, described as "dangerous and uncomfortable," threatens both Europe’s climate ambitions and its economic security. Chinese companies already dominate significant parts of Europe’s battery supply chain, accounting for over 80% of the bloc’s residential battery energy storage market and nearly 88% of lithium-ion battery imports. The EU's dependence on China for critical materials is also deeply entrenched.

The issue has gained prominence on the EU's political agenda, especially as the expansion of wind and solar power outpaces the development of sufficient storage infrastructure. The broader trade relationship between the EU and China is also under immense pressure, with the EU's trade deficit reaching a record €1 billion a day in 2025. This imbalance has prompted European leaders to call for a rebalancing of what they deem "unsustainable" economic relations. Commission President Ursula von der Leyen affirmed the necessity of dialogue with China but insisted it must yield results, and if not, the EU must be prepared to utilize its full range of instruments.

Brussels has initiated measures to protect the European market, targeting Chinese companies over issues such as illegal products, state subsidies, and foreign investment, leading to threats of retaliation from Beijing. Hoekstra cited Europe’s solar industry as a stark example of how domestic production can be undermined by heavily subsidized Chinese imports. Furthermore, he voiced concerns about alleged Chinese interference and security risks involving critical infrastructure, mentioning "kill switches" in windmills, high degrees of espionage on European soil, and weekly intellectual property theft in advanced European companies. For Hoekstra, the ultimate goal is not to cease trade with China but to eliminate Europe's vulnerability to a single external supplier for technologies crucial to its energy transition, emphasizing the need to build European capacity, even at a higher short-term cost.

Concurrently, Europe is grappling with the increasing severity of climate disasters. Following a "dramatic" summer marked by widespread wildfires and heatwaves, Commissioner Hoekstra stressed the urgent need for greater upfront investment in climate protection. He argued that proactively funding prevention is "way cheaper" than incurring the costs of damage after fires, floods, and other natural catastrophes strike. Despite improved preparedness in the past year, with more firefighters, planes, and helicopters deployed, the scale of destruction remained significant, with an area twice the size of Luxembourg lost to fires and economic damages estimated between €50 billion and €70 billion or more. The summer also saw an excess of at least 30,000 deaths attributable to heatwaves.

Hoekstra advocated for a fundamental overhaul of infrastructure development, suggesting that structures like bridges should be rebuilt to withstand future floods rather than merely replacing what was lost. While acknowledging the fiscal pressures on EU governments, particularly amid discussions on the 2027–2034 long-term budget, he maintained that upfront investment in climate resilience is economically sound in the long run. He firmly rejected the notion of climate action and economic competitiveness as competing priorities, asserting that "there is no easy way out and there's no alternative to continuing with our climate ambition."

Hoekstra's preferred strategy integrates climate action, competitiveness, and European independence. He highlighted Finland, Denmark, and Sweden as examples where climate policy and competitiveness mutually reinforce each each other. The direction of the bloc's climate policy is directly linked to Europe's energy vulnerability, especially given uncertainties in critical oil and gas transit regions. A successful climate transition, he argued, will significantly boost the EU's economic sovereignty in the medium term. He warned against indefinite reliance on imported fossil fuels, citing Europe's approximately 80% dependence on gas imports and 95% on oil imports as indicators of a precarious situation. His proposed solution involves diversifying energy sources with more nuclear, solar, and wind power, coupled with increased electrification and expanded European energy production. Regarding the immediate gas situation, despite current low storage levels, Hoekstra urged EU countries to continue filling storage and prepare for a potential severe winter combined with low reserves, a scenario "no one can afford."
