Ethical AI Models: Key to Digital Governance at Uttar Pradesh Conclave, ET Government

Lucknow, May 24, 2025 — At the Digital Uttar Pradesh Conclave organized by ETGovernment, Amit Sharma, Secretary to the Government of Mizoram (Information & Communications Technology and Cooperation Departments), underscored the importance of Ethical Artificial Intelligence (AI) models as foundational pillars for inclusive and resilient e-Governance.
His remarks came during a panel discussion on ‘AI-Driven Governance: Building an Inclusive & Resilient Digital Economy,’ held against the backdrop of Uttar Pradesh’s upcoming semiconductor hub in Noida.
Sharma, who participated in the Inaugural Session alongside key dignitaries including Jitin Prasada, Minister of State for Information Technology, Government of India (Chief Guest), and Brajesh Pathak, Deputy Chief Minister of Uttar Pradesh (Guest of Honour), remarked on the transformative journey of Uttar Pradesh—from a BIMARU state to a leader in digital governance and IT-led development.
Applauding the state government’s proactive launch of the UP AI Pragya Yojana, Sharma emphasized that the success of such initiatives depends on adopting ethical AI frameworks. “We must ensure that AI remains a tool for empowerment, not replacement. Ethical models are essential to guarantee that innovation serves the larger public interest,” he stated.
He noted that while AI agents built on large language models, such as ChatGPT, offer unprecedented capabilities, they cannot replicate human intellect and judgment. However, he acknowledged AI’s universal applicability across domains—from education and healthcare to agriculture, defence, and public services—and appreciated the Government of India’s vision behind the India AI Mission.
Sharing developments from Mizoram, Sharma highlighted the state’s enthusiastic embrace of AI technologies. He mentioned upcoming collaborations to deploy the Bhashini language model for real-time vernacular translation between English, Hindi, and regional languages. He also revealed plans for AI certification programs for Mizoram’s government employees, in partnership with global tech leaders.
The panel discussion also featured Kumar Vineet, Managing Director, UP Cooperative Sugar Factories Federation Ltd.; Dr. Arun Mohan Sherry, Director, Indian Institute of Information Technology (IIIT) Lucknow; and Dr. Upasana Arora, Chairperson, CII Uttar Pradesh & MD, Yashoda Super Specialty Hospitals. The session was moderated by Mohita Tewari, Principal Correspondent, The Times of India.
