Dr. Victor Asare Bampoe appointed CEO of NHIA
Dr. Victor Asare Bampoe, CEO of National Health Insurance Authority (NHIA)
Dr. Victor Asare Bampoe has been named the National Health Insurance Authority's (NHIA) new CEO by President John Dramani Mahama.
He takes over from Dr. Da Costa Aboagye, who was appointed in February 2024.
Dr. Bampoe is a seasoned medical professional and public health specialist with a wealth of knowledge in international health funding and policy.
He graduated from the University of Ghana Medical School with a medical degree and then went on to the esteemed Johns Hopkins School of Hygiene and Public Health in the United States to receive a Master of Public Health. He was formerly a student at Achimota School.
He has worked for both domestic and foreign healthcare organizations. Dr. Bampoe was formerly employed at the Global Fund to Fight AIDS, Tuberculosis, and Malaria in Geneva as a Senior Fund Portfolio Manager.
Under the Mahama government, he also held the position of Deputy Minister of Health, where he made a substantial contribution to enhancing healthcare regulations and increasing access to medical care.
Prior to becoming the CEO of NHIA, Dr. Bampoe served as the UNAIDS Country Director and Representative to UNEP and UN-Habitat, as well as in Nigeria and Kenya, for the Joint United Nations Programme on HIV/AIDS (UNAIDS).
President John Dramani Mahama has appointed Dr. Victor Asare Bampoe as the new Chief Executive Officer (CEO) of the National Health Insurance Authority (NHIA).
Dr. Bampoe takes over from Dr. Da Costa Aboagye, who was appointed in February 2024.
Dr. Bampoe is a seasoned physician and public health expert with extensive experience in global health policy and financing.
A former student of Achimota School, he earned his medical degree from the University of Ghana Medical School and later completed a Master of Public Health at the prestigious Johns Hopkins School of Hygiene and Public Health in the United States.
His career spans both national and international healthcare institutions. Dr. Bampoe has previously worked as a Senior Fund Portfolio Manager at the Global Fund to Fight AIDS, Tuberculosis, and Malaria in Geneva. He also served as the Deputy Minister of Health under the Mahama administration, where he contributed significantly to improving healthcare policies and expanding access to health services.
Before assuming the NHIA CEO position, Dr. Bampoe worked with the Joint United Nations Programme on HIV/AIDS (UNAIDS), with postings in Nigeria, Kenya, and as the UNAIDS Country Director and Representative to UNEP and UN-Habitat.
Dr. Bampoe stated before his appointment that he was committed to Ghana's healthcare system and that his vision was in line with the health manifesto of the National Democratic Congress (NDC).

In accordance with the NDC's 2024 health agenda, Dr. Bampoe is anticipated to put important plans into action that facilitate the growth of NHIS coverage thanks to his extensive experience in public health finance.
Before starting a quick tour of the NHIA's facilities, he also thanked Dr. Da Costa Aboagye, the departing CEO, for his efforts to improve the organization.
Dr. Bampoe is qualified to guide the NHIA into a new era, guaranteeing a more effective and long-lasting health insurance system for all Ghanaians, thanks to his extensive experience obtaining foreign health funds and carrying out extensive health initiatives.
