Council of State Member Gabriel Kwamigah-Atokple completes PhD, unveils 'Volta Rising' project

A member of the Council of State, Gabriel Kwamigah-Atokple, has committed himself to the VOLTA RISING project, an initiative aimed at promoting inclusive development in the Volta Region through global partnerships and increased community engagement.

The initiative follows a key finding from his doctoral research, which revealed a significant under-utilisation of community involvement in Public-Private Partnership (PPP) projects.

Kwamigah-Atokple’s PhD thesis, titled “Public-Private Partnerships and Regional Infrastructure Development: An Empirical Study of the Volta Region in Ghana,” focused on assessing the role of PPPs in advancing regional development.

His interest in the subject was shaped by his early professional experience working under the late PV Obeng on similar projects during his time in the civil service.

In a Facebook post, Dr Kwamigah-Atokple described the academic pursuit as both grueling and rewarding, having balanced his studies with the demands of public duty, management, and family life.

The Volta Regional Member of the Council of State made the post on July 10, 2025, following his recent graduation from Cavalla International University, USA, where he was awarded a Doctor of Philosophy in Public Administration and Policy.

He said he joined the virtual graduation ceremony alongside colleagues from across the globe.

Kwamigah-Atokple expressed deep gratitude for the achievement, describing the academic journey as “a journey truly worth the price,” and said he looks forward to the future with great anticipation.
