Corruption Unmasked: Pressure Mounts on DCI, Duale Over Deep-Rooted SHA Scam

A suspected Sh24 billion fraud within the Social Health Authority (SHA) has reignited long-standing concerns about corruption at Kenya's Ministry of Health, often dubbed 'Mafia House'. The revelations involve massive false claims at the SHA, an agency central to President William Ruto’s flagship universal health coverage programme, which has once again brought Afya House into disrepute.

Health Cabinet Secretary Aden Duale has been at the forefront, addressing press conferences from Afya House in Nairobi on August 25, 2025, concerning SHA payment claims. He explicitly denied allegations of SHA payments being made to non-existent hospitals, a key aspect of the suspected fraud.

Despite CS Duale handing over what he termed "evidence" to the Directorate of Criminal Investigations (DCI) on a Monday, public stakeholders and ordinary Kenyans have voiced growing concerns over the lack of arrests. The expectation was for immediate action against individuals and facilities implicated in the alleged loss of a staggering Sh24 billion of taxpayers' money.

This ongoing probe into the substantial financial irregularities at the SHA underscores a persistent challenge within the Ministry of Health, highlighting the urgent need for accountability and transparency in public funds management, especially those earmarked for critical universal health coverage initiatives.
