China Unveils Ambitious AI Blueprint for the Next Five Years

China has unveiled its 15th Five-Year Plan, a comprehensive document outlining the nation’s strategic priorities across economic, education, social, and industrial sectors through 2030. A central theme within this ambitious plan is artificial intelligence (AI), which is referenced extensively and positioned as a critical driver for future development. AI is strategically grouped with other cutting-edge fields such as quantum computing, biotechnology, and energy, forming the core pillars of the country's science policy.
Within this strategic framework, the plan explicitly calls for significant advancements in AI hardware and software. It emphasizes the need for more intensive work in developing high-performance AI chips and the corresponding software required to support these advanced systems. Furthermore, there is a strong commitment to fostering academic and industry research dedicated to exploring new model architectures and refining the fundamental algorithms that underpin them, signaling a deep investment in foundational AI capabilities.
To support the escalating demands of AI workloads, the plan outlines robust development in communications technologies. This includes enhancing satellite systems and advancing 5G+ (also known as 5G-A or 5G Advanced) and 6G networks. These improvements are part of a broader national initiative aimed at significantly improving China's infrastructure for data transmission, general communication, and data processing, ensuring a robust backbone for AI integration.
The section of the Five-Year Plan dedicated to digital infrastructure further elaborates on AI's integration, delineating its use into three primary components: computing power, AI models, and the organization and dissemination of data across China. Regarding computing power, the government advocates for the establishment of national computing hubs, which are described as “intelligent computing clusters.” To ensure broad access to these resources, the plan proposes market mechanisms, such as the lease of computing resources, aimed at making advanced technology accessible to as wide a swathe of the population as possible. Additionally, new methods for government bodies to procure necessary computing services are also planned, alongside measures to reduce the barriers that smaller firms often face in accessing the very latest technological advancements.
In terms of AI models, the government seeks to continue the theoretical work behind model training and inference through both research and manufacturing initiatives. The plan specifically refers to multi-modal, agent-based, and “embodied” AI, indicating a focus on diverse and advanced AI applications. The overarching vision is for AI to play an increasingly integral role across various sectors of the economy, including manufacturing, energy, agriculture, and service industries.
Specific areas where the use of AI is to be increased and encouraged include industrial design, production processes, general operations, energy system management, and agricultural production. Within the service sector, the plan highlights the finance, logistics, and software services sectors as prime beneficiaries of AI integration. For the general Chinese consumer, the government aims to significantly increase the number and variety of AI-enabled devices, such as phones, computers, and robots, making AI a ubiquitous part of daily life.
The plan also links the widespread use of AI to critical public service areas like education, healthcare, care for the elderly, and social service provision. In these settings, it envisages the deployment of adaptive learning systems in education, sophisticated diagnostic support in healthcare, and advanced welfare system management, leveraging AI to enhance public well-being and efficiency.
At both national and local government levels, the Five-Year Plan mandates an increase in the scope and capability of digital services provided by all elements of the public sector. These services are to be built upon integrated data systems developed around standard models. The plan calls for the explicit use of AI models in general administration and for the assessment of risks to public safety, aiming to modernize and enhance governmental functions.
While the Chinese government maintains a generally conservative approach to international cooperation, the plan suggests the possibility of the country participating with outside organizations in establishing international standards related to data flows and infrastructure. A substantial portion of the document is dedicated to the issue of governance and regulation of data, calling for specific legal and regulatory frameworks for AI. These frameworks are intended to include clear rules on the registration of new algorithms, security protocols, and overall transparency. The plan also acknowledges common risks associated with AI use that could affect the economy, such as data misuse and deepfakes.
Given the immense size of China’s population, the plan offers limited specific details on the exact steps the country will take to solidify its role in the global evolution of AI. Observers anticipate that further details will emerge over the next five years. However, the document reinforces China's distinct path for AI development, which favors smaller, open, freely-available, and efficient models. This contrasts sharply with the approach more common in the West, where large, proprietary models are typically controlled by a few major players and rely heavily on hardware from predominantly one supplier. How the Chinese government implements AI within its economy will be closely watched by observers to determine if China will maintain its chosen course or if the Western ideology surrounding the technology will compel a change in its approach.
