China's AI Boom: Generative AI User Base Explodes to 515 Million in Half a Year

China has witnessed an unprecedented surge in artificial intelligence adoption, with its generative AI user base more than doubling to 515 million in just six months, according to a recent report from the China Internet Network Information Centre (CNNIC). This remarkable expansion translates to an adoption rate of 36.5% in the first half of 2025, firmly establishing China as a dominant force in the global AI landscape. The CNNIC report, published on a Saturday, highlighted that this dramatic increase occurred between December 2024 and June 2025, underscoring the rapid integration of AI technologies into Chinese society, a phenomenon driven by significant advancements in infrastructure and robust state encouragement.
A comprehensive survey of 30,000 respondents across 31 provinces provided insights into the demographic profile of these new users. The findings reveal a strong concentration among young and middle-aged professionals, with individuals under 40 years old constituting a substantial 74.6% of all users. Furthermore, education levels play a crucial role, as those with degrees from higher education institutions account for 37.5% of the total user base. This demographic pattern indicates that AI adoption in China is currently most prevalent among digitally native and educated populations who are well-equipped to leverage these advanced tools in both their professional and personal lives.
Perhaps one of the most significant findings of the report is the overwhelming preference for domestic AI models. Over 90% of respondents indicated that a homegrown AI solution was their first choice. This strong inclination towards national technologies is a direct reflection of Beijing’s strategic emphasis on achieving technological self-reliance, coupled with the practical reality that leading American AI models from entities like OpenAI and Google DeepMind are officially blocked within mainland China. Chinese AI platforms, including DeepSeek, Alibaba Cloud’s Qwen, and ByteDance’s Doubao, have effectively filled this void, experiencing explosive popularity among users, as noted in a South China Morning Post report. Alibaba Cloud itself operates as the AI and cloud computing division of Alibaba Group Holding.
Despite the restrictions on access to US-based AI models, China's market has rapidly ascended to become the world’s largest. A Microsoft study published in September had already estimated China’s AI user base to exceed 195 million by June 2024. This research quantified China's AI adoption by measuring the share of its working-age population actively utilizing AI tools. The Microsoft study further identified a pivotal moment in January 2025, when the launch of DeepSeek’s R1 model propelled AI adoption in China to more than double, reaching 20% in the subsequent six months. In contrast, the United States maintained a relatively stable adoption rate of approximately 25% over the preceding year. Zhang Xiao, deputy director of the CNNIC, conveyed to state news agency Xinhua that ongoing innovations are highly anticipated across various domains, including open-source AI, embodied intelligence, AI agents, and AI governance.
Beyond impressive user adoption metrics, China has also established considerable leadership in AI innovation, a fact corroborated by patent application data. The CNNIC report highlighted that as of April 2025, China had filed 1.576 million AI-related patent applications, representing an astounding 38.58% of the global total—the highest share held by any country worldwide.
