Kagure, who is among politicians eyeing the City Hall seat, has been vocal in highlighting the shortcomings of Sakaja's administration.
Recently, she took to social media to express her frustration at the flooding in the capital, which she said was due to poor planning.
In a post on X (formerly Twitter), the businesswoman, who runs the Agnes Kagure Foundation, joked about needing to purchase boats to help Nairobians get around the potential floods.
In what appeared as a veiled swipe at the Nairobi governor, the businesswoman urged Nairobians to elect competent leaders in the next election.
On Tuesday, June 17, Kagure once again threw a jab at Sakaja, suggesting that the governor had failed to unlock the huge potential in the county.
According to the philanthropist, the capital has huge potential but requires a leader capable of unlocking it for the benefit of the residents.
She stated that the current leadership is only good at making noise and not looking at ways of utilising the many resources available in the county.
The city politician argued that Nairobi requires a purposeful leader ready to listen to everyone, adding that she fits the bill to take over City Hall in 2027.
"This city is full of potential, but potential needs leadership to unlock it. Not loud leadership. Not proud leadership. But purposeful leadership. That's where I come in to help build a Nairobi that works for all, and where no one is left behind," Kagure said.

In related news, a section of elected leaders in Nairobi strongly criticised Sakaja's leadership style.
Speaking on Citizen TV, the leaders accused the Nairobi governor of being intolerant of divergent views and counsel.
Westlands MP Tim Wanyonyi said Sakaja was frustrating the efforts of other leaders to reach out to him, hence making the county government lag behind in terms of development.
The ODM lawmaker said the county boss deliberately ignores calls and cannot deploy county support whenever there is a need for disaster management.
Embakasi East MP Babu Owino, who often argues that the county boss has failed Nairobi, did not spare the UDA governor.
According to the youthful lawmaker, the governor does not need another term beyond 2027 for supposedly having run down the city.
The Embakasi East lawmaker accused the government of maladministration and failure to enhance mechanisms for the county to realise its total potential in own-revenue sources.
