Video: Moses Wetang'ula Orders Babu Owino to Leave National Assembly for Wearing Advocate's Attire

The MP was attending the Tuesday afternoon session, July 1, when his neckwear attracted attention from his colleagues.

He was wearing a black suit and a lawyer's band on the neck; Mathare MP Anthony Oluoch brought the dressing to the attention of Speaker Moses Wetang'ula.

Oluoch sought clarification on whether a lawmaker can sit in the chamber dressed in lawyership regalia akin to the speaker's official dress code.

"If I look at the speaker's panel, including yourself, you are dressed in a collar. Is it in order that the member for Mbakasi East walks and sits into a house dressed as if he were the speaker, save for your gown? Honourable speaker, we do need guidance as to whether this forms part of the proper dressing code of this house. This honourable member may have been admitted to the bar the other day, but that dressing code may cause confusion. I may be forced to go and bring my collar and dress as much, and therefore I ask the Speaker to give guidance as to whether the honourable member for Mbakasi East is improperly dressed. I thank you," Oluoch said.

Taking cognisance of Oluoch's concerns, the speaker rose to give directions.

Wetang'ula sided with the Mathare lawmaker's arguments, saying Babu was improperly dressed for the occasion in the house.

His neckwear was unwanted there, the speaker suggested.

The speaker ordered Babu to leave the chamber and return only after changing the dressing; the latter obliged without any objection.

"Honourable Babu Owino, you are improperly dressed. Even your very seniors, the likes of Millie Odiambo, Senior Otiende Amolo, Otieno Kajwang', Gladys Sholei, have never turned up dressed like that. I order you to retreat from the house and dress up and come back," the speaker ordered, to which Babu complied.
