Tinubu appoints APC grassroots mobiliser, Hamza Baba, as National Programme Manager GEEP

President Bola Ahmed Tinubu has approved the appointment of an APC grassroots mobiser, Hamza Baba, as the National Programme Manager of the Government Enterprise and Empowerment Programme, GEEP, under the Federal Ministry of Humanitarian Affairs and Poverty Alleviation.

The appointment takes effect from May 21, 2025.

Mr Baba is also a seasoned and multidisciplinary professional with a unique blend of expertise in humanitarian operations, healthcare financing, health insurance, disaster management, and public administration.

He holds a Master’s degree in Disaster Management from the University of Lagos, a Master’s in Healthcare Management from Benue State University, and an MBA from the University of Ilorin—bringing a robust academic foundation to his dynamic and impactful career.

Mr Baba played a pivotal role in the establishment of the National Social Investment Programme Agency, NSIPA, through key legislative interventions during his tenure as special assistant to the then speaker of the House of Representatives, Femi Gbajabiamila (2019–2023). He was also instrumental in the amendment of the Act establishing the National Commission for Refugees, Migrants, and Internally Displaced Persons, thereby enhancing the agency’s mandate in providing durable solutions for displaced persons and others in need of humanitarian assistance.

As a special assistant on Humanitarian Affairs to the Speaker in the 9th Assembly, he successfully fostered collaboration between the National Assembly, international NGOs, and relevant MDAs, resulting in impactful programs for vulnerable populations nationwide.

In the healthcare sector, Mr Baba has held strategic leadership roles, including as Head of Business Development and Operations at Songhai Healthcare, where he championed initiatives that improved access, efficiency, and service delivery in health and managed care services.

Prior to this new appointment, he served as special assistant on Humanitarian Affairs and Disaster Management to the deputy speaker of the 10th House of Representatives, and previously as Special Assistant on Humanitarian Affairs and Internally Displaced Persons to the Speaker in the 9th Assembly.

Mr Baba’s appointment reflects a commitment to leveraging technocratic expertise and institutional experience in driving inclusive economic empowerment and poverty alleviation across Nigeria.
