Police say Freshwater admitted there was an argument before he allegedly pulled the handgun from his waist and shot the man, when he was being questioned, according to police.
The man was treated at the scene for two gunshot wounds to his left arm and was then taken to the hospital, police said. Two 9mm shell casings were also found in the area of the shooting, police said.
Officers were directed to an apartment where Freshwater was found following the shooting. The charges state a witness was able to identify the shooter to police. Freshwater and a juvenile were then detained.

It was reported that the parties involved all know each other and have issues with each other, the charges state. Police said the juvenile and victim were arguing with each other outside, and the juvenile ran inside the apartment, and shortly after Freshwater exited the apartment and began arguing with the victim.
Freshwater faces two felony charges of aggravated assault and firearms not to be carried without a license.
Freshwater is locked up in Lancaster County Prison with bail set at $200,000 by Magisterial District Judge Miles Bixler. A preliminary hearing is scheduled for Jan. 23.
