MP Questions Delayed Disbursement of District Assembly Funds
Member of Parliament for Akyem Swedru, Kennedy Nyarko Osei, has voiced significant concerns regarding the non-receipt of allocations from the District Assemblies Common Fund (DACF). This comes despite an official confirmation from Finance Minister Cassiel Ato Forson, who stated in parliament on June 3 that quarterly transfers amounting to GH¢987.97 million had been made.
In a social media statement verified on July 4, the New Patriotic Party legislator highlighted the stark discrepancy, noting emphatically that “No disbursement occurred despite ministerial declaration.” Parliamentary records corroborate Minister Forson's announcement, which specified that 80% of these funds were designated for distribution among 261 metropolitan, municipal, and district assemblies, subject to established oversight mechanisms.
The delay in these critical disbursements is particularly impactful, affecting the operations of these assemblies during the second fiscal quarter of the Mahama administration. MP Osei further challenged the government on the fulfillment of its statutory budget obligations, although he acknowledged the Finance Minister's stated commitments to adhering to fiscal procedures.
The District Assemblies Common Fund is a vital mechanism, operating under Article 252 of Ghana’s 1992 Constitution. This constitutional provision explicitly mandates that these funds be disbursed on a quarterly basis, underscoring the legal imperative behind the timely release of these allocations.
