Makueni clinical officers vow to resume strike

Makueni clinical officers have threatened to resume strike, citing the Makueni County Government’s failure to address their demands, just a month after they suspended industrial action to allow for negotiations.

In a notice signed by Kenya Union of Clinical Officers (KUCO) General Secretary George Gibore, they accused Governor Mutula Kilonzo Jr’s administration of deceit and non-compliance with the terms of the return-to-work formula signed on April 3, 2025.

The union claims that the government had failed to meet the deadline for resolving their demands.

The three unresolved issues that led to the industrial action include: Promotions for officers who have reportedly stagnated in one position for extended periods, conversion of officers to Permanent and Pensionable Terms and Settlement of gratuity for all affected officers.

Since the first strike was called off, which had disrupted health services across more than 200 health facilities, the county government, through County Secretary Justine Kyambi, set up a taskforce to deliberate on strikes within the county.

However, KUCO chairperson Makueni chapter Matthew Sila, said that while the Department of Health has cited budgetary constraints, they are pushing for the implementation of career guidelines for clinical officers.

“Clinical Officers are desperate for industrial peace but still suffering in poor working conditions. We didn’t want to resume the strike, but it’s now our only option,” Sila said.

According to the union, Dr. Kyambi’s taskforce had identified Sh60 million in departmental savings for the 2024/2025 financial year, which they believe is sufficient to settle the outstanding dues.

Gibore argued that the county government’s non-compliance with the return-to-work formula is a clear indication of employer hostility towards its employees and a repudiation of the collective agreement.
