IPOA probes police shooting of 18-Year-Old Joshua Stephen in Mwiki

Tensions are running high in Mwiki, Kasarani constituency, following two disturbing deaths that occurred within 24 hours of each other, raising serious concerns about public safety and police conduct in the area.

On Saturday afternoon, 18-year-old Joshua Stephen was fatally shot, allegedly by a police officer, in what eyewitnesses have described as an unprovoked act of violence.

CCTV footage obtained by Citizen TV shows a group of seven uniformed officers patrolling the area, followed closely by a police Land Cruiser at around 3:35 p.m.

Roughly seven minutes later, one officer—identified by sources as a Chief Inspector deployed from another unit within Kasarani—appears to cock his weapon and fire.

Bystanders were seen scrambling in panic as a resident tried to carry Joshua away from the scene.

He was rushed to Uzima Uhai Health Centre, where medical staff confirmed a bullet wound near his right eye.

The round had no exit wound, raising questions about the proximity and force used.

The weapon has since been traced to Kasarani Police Station.

Speaking at the scene, Joshua’s father, Samuel Njehia, expressed anguish over the lack of accountability. "We’ve stood here since Friday. We are waiting for the postmortem tomorrow, but no officer has been arrested. The shooter is clearly visible even on the footage,” he said.

The Independent Policing Oversight Authority (IPOA) has acknowledged the incident and is expected to begin formal investigations.

Meanwhile, no arrests have been made.

The shooting happened just hours after another chilling incident in the same neighborhood—the gruesome killing of 21-year-old Abigail Wanjiku.

Her mother discovered her lifeless body at home around 11:00 p.m.

Bloodstains were found on the floor and walls, yet neighbors reported no signs of struggle or noise that evening.

The Directorate of Criminal Investigations (DCI) Homicide Unit is set to lead the probe into Abigail’s death.

A postmortem is scheduled at Kenyatta University Funeral Home and will be conducted by Chief Government Pathologist Dr. Johansen Oduor.

The two deaths have shaken residents and triggered widespread outrage.

Kasarani Member of Parliament Ronald Karauri condemned both incidents and decried the apparent surge in insecurity and police excesses in the area.

“These are not isolated cases. It’s a reflection of a broader failure in our security systems. We cannot continue to lose our young people to rogue officers and unsolved murders,” Karauri said.
