Emissions Levy was never implemented despite approval - Thomas Nyarko reveals

Deputy Minister of Finance, Thomas Ampem Nyarko, has revealed that the Emissions Levy, introduced under the previous New Patriotic Party (NPP) administration, was never implemented despite receiving parliamentary approval.

Addressing Parliament on Thursday, June 12, 2025, Nyarko clarified that although the legal framework for the levy had been established, operational challenges prevented its rollout, resulting in zero revenue collection during the NPP's tenure.

“The Act imposes an emissions levy on carbon dioxide equivalent emissions from specified sectors and internal combustion vehicles, among others. However, although the legislation was passed, its implementation faced delays, and consequently, no revenue was realized under the previous administration,” he explained.

His statement comes in the wake of Parliament’s March 26, 2025, decision to repeal both the Emissions Levy and the Betting Tax.

The repeal has been welcomed by businesses, individuals, and industry stakeholders, many of whom had raised concerns about the economic burden the taxes imposed.

The Emissions Levy, introduced as part of broader environmental sustainability efforts, faced strong opposition from vehicle owners and business operators.

Critics argued that the policy increased the cost of living and doing business, without a clear implementation plan or adequate support mechanisms.
