Confusion as Senate Convenes Sitting to Decide Abdi Guyo's Impeachment Despite Court Nullifying It

In a notice shared on its official X handle, the upper legislative house said the matter will be handled in a plenary.

The Senate confirmed being in receipt of the Isiolo County Assembly's resolution to impeach Guyo.

"The Senate will hold a special sitting on Monday, June 30, 2025, to deliberate the impeachment of Isiolo Governor Abdi Ibrahim Hassan. This follows a formal notification from the Isiolo County Assembly Speaker, received on June 27, outlining their resolution for impeachment. Senate Speaker Amason Kingi has issued a Gazette Notice convening senators to meet at 10:00 a.m. in the Senate Chamber," the notice read.

The Senate notice came just a day after the High Court in Meru annulled the impeachment.

On Friday, June 27, Justice Eston Nyaga said the County Assembly of Isiolo acted in defiance of the court, which had issued an order sought by Guyo to stop the scheduled motion of impeachment.

The embattled county boss secured the order on June 25, but the county assembly proceeded with the motion a day later, on June 26.

According to Nyaga, as much as the order to stop the motion was still active, the resolution to eject Guyo was null and void.

The judge said the case filed by Guyo had not been determined, hence the order granted would remain in force until they are reviewed.

A legal showdown, therefore, looms between the court and the Senate as the former holds onto its stance.

Nonetheless, Guyo's fate will remain with the 47 senators even with his lifeline in the courts.

The upper house legislators will review the charges that led up to the governor's impeachment before deciding whether or not he unceremoniously leaves the Council of Governors (CoG).

The Isiolo governor was impeached over allegations of gross misconduct and abuse of office.

The motion was sponsored by Sericho ward representative Abubakar Godana.

Sixteen MCAs voted in favour of the motion.

According to Godana, the governor had in his undertakings contravened Chapter Six of the Constitution, the Public Officers' Ethics Act, and the Leadership and Integrity Act.

Other charges informing Guyo's impeachment motion were serious misconduct, misuse of county resources, and disregard for legal and constitutional responsibilities.

He was also accused of unprocedural appointment of 36 advisors, going by the number authorised by the Salaries and Remuneration Commission (SRC).

The governor has had a bad run with the Senate's Public Accounts Committee, which has often found him culpable in alleged fiscal maladministration and irregular hiring of county staff.
