Calls for Repeal of Gazette on Bambur Traditional Stool

The Tabulo ruling House of Bambur chiefdom in Karim-Lamido Local Government Area of Taraba State is advocating for the repeal of the gazette concerning the Bambur traditional stool. They aim to ensure that all eligible families within the Tabulo ruling house are accommodated in the chiefdom's succession process.
The gazette, published in 2023 following the enactment of the Taraba State Chiefs (Appointments and Deposition) Law of 2023, recognizes only two ruling families out of the six within the Tabulo ruling house. In a statement, Danlami M. Kyani, Azaria Musa, Baba Adani Bakari, Baba Audu Badugu, Dalhatu Hamman, and 80 other members of the Tabulo House voiced their opposition to the listing of Jatau Ngeppi and Haruna Dugru as the sole ruling houses of the Bambur chiefdom, which is a third-class stool in the state.
The statement clarifies that the Tabulo family, traditionally the only ruling house in Bambur, comprises six family units: Gangru, Biru, Kyengereng, Teni, Mong, and Khonghoor. Each of these units has historically ruled the chiefdom at various times. Besides challenging the exclusivity of the Jatau Ngeppi and Haruna Dugru families, the Tabulo House is calling for the repeal of the gazette because the former paramount ruler, Alhaji Zakari Nuhu Muhammad, failed to constitute a traditional council/kingmakers before his death on July 7, 2023. This, they argue, has created a legal void not anticipated by the law.
According to the 2023 gazette, the Traditional Council/Kingmakers are responsible for appointing the paramount ruler when the stool is vacant. However, without a paramount ruler, there is no traditional council, and consequently, no council to appoint a new paramount ruler. The statement further explains that, traditionally, the Tabulo clan would convene upon the chief's death to declare the stool vacant. Delegates from the clan would then elect a new chief, who would be presented to the Bambur elders before being submitted to the state government for approval.
The Tabulo ruling house has been advocating for the repeal of the gazette for over a year, as demonstrated by a petition sent to the state Governor, Dr Agbu Kefas, in February 2024. The petition aimed to highlight the anomaly and request the withdrawal of the gazette to rectify the situation.
