On 25 June 2025, the Co-Chair Brando Banifei provided feedback to the IMCO Committee on the AI Act Working Group meetings held on 30 April and 17 June. During the 30 April session, the third draft of the Code of Practice for general-purpose AI was reviewed. Core unresolved issues were identified, particularly concerning the assessment of systemic risks, transparency obligations, and the template for documenting the data used to train the models.

It was reported that the copyright section of the Code had been developed without adequate consultation. This led to voluntary opt-outs and no enforceable safeguards, prompting over 40 rights holder organisations to call for its removal. In the 17 June session with Commission Executive Vice-President Virkkunen, Members raised questions regarding the planned finalisation of the Code in August, the simplification measures recently announced as part of the Commission's "AI Continent" Action Plan, and the willingness of some Member States to "stop the clock" until adequate guidelines and documentation are available to facilitate compliance for all stakeholders.The Commission clarified that the implementation timeline of the AI Act remains unchanged and that all provisions will be enforced. The announced simplification efforts will focus on reducing overlaps with other legislation and streamlining reporting obligations.
