The U.S. Department of State regularly updates its travel advisories to help American citizens determine the level of safety in their desired destinations. The advisories prove essential in guiding travelers, most notably cruise travelers, how to prepare before their trips to foreign lands. But to what degree should cruise travelers apply these warnings in advance when arranging their trips?

On June 22, the U.S. Department of State issued a “Worldwide Caution” advisory in which it stated that the tension between Iran and Israel had disrupted travel across the Middle East and led to airspace closures. The advisory also stated the risk posed by demonstrations to U.S. citizens and interests abroad and suggested that travelers use extreme caution. This is a reminder that although travel advisories offer important advice, their relevance will vary depending upon the specific situation of a cruise and is not likely to coincide with the general country advisory level.

The U.S. Department of State has a system to categorize countries in four tiers according to their political instability, terrorism, health and natural disaster risks.

– Travel is safe with standard precautions to be observed.

– Travellers can exercise care but risks are under control.

– Serious security concerns and travel is not advised.

– Serious risks are present and we do not recommend travel to these locations.

Level 1 and level 2 advisories are reissued annually while level 3 and level 4 are reissued every six months. Travelers are advised to regularly check the U.S. Department of State website for updates affecting their desired locations.

These cruise lines usually sidestep ports at the Level 4 level because areas at this level are deemed to pose a threat to tourism. Yet still, most cruise stops include areas at the Level 3 or 2 level. This does not dictate that travelers ought to stay away; this merely implies travelers ought to have their senses heightened to the hazards. By way of example, while Egypt is a Level 3 nation due to certain security concerns, riverboat cruise vacations along the Nile remain popular. The risk to travelers in these areas is low because the cruise vacations stay in the more tourist-populated safe areas.

On the other hand, certain areas in the Caribbean region, like the Bahamas and the Turks and Caicos, are at Level 2 due to their episodic risk for violent crime in and around cruise ship ports. Travelers to these areas should exercise particular caution in the area of the cruise ship terminal and in unfamiliar neighborhoods.

The cruise line companies generally take passengers’ safety into consideration and will not venture into war-torn areas or areas deemed too perilous even for the U.S. Department of State to visit. However, each passenger is responsible to make their own decision as to how much risk is acceptable to them given the available data. Travel warnings are placed to educate and inform you to travel safely and not to avoid travel altogether.

It is wise to consult the travel advisory of the U.S. Department of State prior to making any cruise bookings and read the advisory for each port that the cruise is headed to. Be aware that ports listed in the advisories might have unrest or heightened risk but the cruise ship’s actual route might skirt them or not include them at all. Travel advisories in total allow cruise travelers to be aware of risk and feel safe during their vacation.
