Nigeria's NISS students visit Rwanda on study tour

A delegation from Nigeria’s National Institute for Security Studies (NISS) is in Rwanda as part of a study tour focused on regional security cooperation and the management of non-state actors.

The visit is part of the Executive Intelligence Management Course, which trains senior-level professionals in intelligence and national security.

According to the Rwanda Defence Force, the delegation is examining how Rwanda addresses the influence of non-state actors on national stability and economic development.

The group received a briefing from Colonel François Regis Gatarayiha, who outlined Rwanda’s approach to balancing security concerns with broader development goals.

The study tour is designed to expose participants to regional models of security governance and foster dialogue on shared challenges.

The RDF noted that the course encourages participants to assess the intersection of security and economic resilience, particularly in the context of sub-Saharan Africa.

This visit builds on previous engagements between Nigeria and Rwanda, including earlier exchanges involving the National Institute for Policy and Strategic Studies. Those interactions have explored how policing and security frameworks contribute to development outcomes, such as agricultural productivity.

The Nigerian delegation is expected to continue its engagements with Rwandan institutions throughout the week, with further discussions planned on regional integration and cross-border cooperation.
