The move follows the minister’s April announcement of a June 2025 registration launch, now delayed pending parliamentary approval.

“The 2010 L.I. is no longer fit for purpose,” George stated at a Thursday press briefing. “The National Communications Authority and ministry are finalizing a modernized framework to ensure lawful execution of this exercise.” The minister emphasized all procedures would be legally grounded, with electronic verification eliminating queues and work-hour losses.

Implementation of the CEIR is currently underway to deter device theft through cross-agency monitoring. George projected the registration would commence by late Q3 2025 after parliamentary processes conclude, calling it “unlike any previous SIM exercise.”

The update aligns with Ghana’s broader digital security reforms under President Mahama’s administration, addressing evolving cyber threats through regulatory modernization.
