Former TSC CEO Nancy Macharia Appointed to Murang'a County Public Service Board

Former Teachers Service Commission (TSC) Chief Executive Officer, Nancy Macharia, has been nominated to serve as the Chairperson of the Murang'a County Public Service Board. This significant nomination, issued in a notice by the Murang'a County Assembly on June 18, 2025, on behalf of Governor Irungu Kang'ata, designates Macharia to oversee appointments within the county's public service. Alongside her, four other individuals were nominated to the board: Louis Musikali, Johnson Kang'ethe, and Brian Lishenga as members, and Oscar Kimani as Secretary. The nomination was made pursuant to Section 6 of the Public Appointments (County Assemblies Approval) Act 2017 and Section 58A (7) of the County Governments Act, 2012.
Following these nominations, the Murang'a County Assembly's Committee on Governance, Labour and Social Welfare, and Justice and Legal Affairs announced plans to hold a special sitting for vetting the nominees. This process is crucial to assess their suitability for the roles. Upon satisfactory approval by the committee, the nominees' names will be forwarded to the full County Assembly for further consideration. The Assembly is mandated by Section 58A (8) to consider each nomination within 21 days from June 17, 2025, either approving or declining the appointments. Should their appointments be approved by the County Assembly, Macharia and her fellow nominees will assume their respective roles for a five-year term, with eligibility for renewal upon contract expiry.
Macharia's nomination to the Murang'a County Public Service Board comes just weeks after she concluded her remarkable decade-long tenure at the Teachers Service Commission. She proceeded on terminal leave from TSC on June 1, 2025, with her formal retirement from the Commission set for June 30, 2025. During her time at TSC, Macharia served in various capacities within the Ministry of Education before rising to become the ninth TSC CEO and the first woman to lead the commission since its establishment in 1967, having first assumed office in June 2015 and reappointed in 2020 for a second five-year term. Her leadership at TSC was marked by both commendation and controversy, with teachers' unions at times criticizing her over policies such as alleged job stagnations, mass transfers, and delayed promotions. In the interim, Evaleen Mitei, who was overseeing the Human Resource Management Division, has been appointed to act as TSC Commission Secretary/CEO. However, the subsequent recruitment process for a substantive CEO has been temporarily suspended following a court order issued by the Employment and Labour Relations Court, responding to a petition filed by Thomas Oyugi concerning the legality of the recruitment procedure.
