FCTA Seals Off PDP Headquarters Over Unpaid Ground Rent

The Federal Capital Territory Administration (FCTA) has sealed off the national secretariat of the Peoples Democratic Party (PDP), located in Wuse Zone 5, Abuja. The action was taken due to the party's failure to pay ground rent. The building, known as Wadata Plaza, was sealed on Monday afternoon, May 26, 2025, around 2:05 p.m.

The FCTA's enforcement drive follows Minister Nyesom Wike's approval to revoke 4,794 land titles in key Abuja districts, including Wuse, Maitama, Asokoro, and Garki, due to long-standing unpaid ground rents. The FCTA claims that 8,375 property owners collectively owe approximately N6.97 billion, with some debts dating back over 40 years.

Senator Samaila Mamman Kurfi, the owner of the property housing the PDP secretariat, reportedly failed to pay ground rent for 28 years. The FCTA had previously revoked the land title of the PDP national secretariat in March over unpaid ground rents of over 19 years, giving owners the right to appeal for reinstatement.

The sealing of the PDP headquarters occurred ahead of the party’s National Executive Council (NEC) meeting scheduled for Tuesday. The NEC is the highest decision-making organ of the PDP, comprising state governors, serving and former presidents, former vice-presidents, the chairman and secretary of the board of trustees (BoT), principal officers of the national assembly, all state chairpersons, members of the national working committee (NWC), former governors, and founding members, among others.

Section 31 (4) of the PDP constitution mandates a NEC meeting every three months; the last meeting was held in April 2024. The upcoming NEC meeting is expected to address internal disputes that have persisted for months. The sealing of the party's headquarters casts uncertainty on whether the NEC meeting will proceed as planned or if a new venue will be announced.

The list of affected land title holders also includes prominent institutions such as the Central Bank of Nigeria (CBN), Independent National Electoral Commission (INEC), Nigerian National Petroleum Corporation (NNPC), CONOIL Plc, Borno State Government, Nigerian Television Authority (NTA), Niger Delta Development Commission (NDDC), National University Commission (NUC), M.R.S Investment Company Limited, and Kaduna State Government. The Nigerian Port Authority (NPA), News Agency of Nigeria (NAN), Federal Ministry of Environment, Nigerian Security Printing and Minting Company, University of Calabar, Nigerian Postal Service, and Power Holding Company of Nigeria (PHCN) are also affected.

Minister Wike has stated that the government will begin exercising its rights of ownership on the affected properties in the Central Area, Garki, Wuse, Asokoro, Maitama, and Guzape districts without considering their ownership and purely in line with extant laws and regulations.
