The Inspector General of Police (IGP), Mr. Kayode Egbetokun, has been urged to stop shielding a suspected land grabber, Rebecca Omokamo Godwin Isaac, popularly known as Bilikisu Ishaku Aliyu, from investigation and prosecution.

The Initiative Against Human Rights Abuse and Torture (INAHURAT) made this appeal during a world press conference in Abuja, where they claimed that the IGP has used his office to obstruct justice in a high-profile case involving forgery, fraud, and illegal land acquisition.

Speaking on behalf of INAHURAT, Chief Maxwell Chibuike Opara, Esq. briefed journalists in Abuja on the matter, alleging that the suspect, Omokamo, is a close associate of the IGP.

The group also staged a protest at the headquarters of the Economic and Financial Crimes Commission (EFCC), urging the agency to enforce court-ordered forfeiture of properties allegedly stolen by the suspect.

The case revolves around the illegal occupation and fraudulent sale of properties worth billions of naira, including Plot 4022 in Guzape District and Plots 1861-1863 in Katampe District, Abuja. The properties belong to 79-year-old Hajia Collen Mero Yesufu and her family.

INAHURAT alleges that Rebecca forged land documents, falsified legal papers, and illegally occupied the properties with the protection of armed policemen allegedly deployed on the IGP’s orders.

“The IGP has consistently used his office to shield Rebecca from arrest and prosecution. Despite being charged with multiple counts of fraud, she continues to enjoy police protection, which is a clear abuse of power,” said Chief Maxwell Opara during the press briefing.

Despite being charged with multiple counts of forgery, criminal trespass, and fraud in three separate cases (CR/76/2025, CR/77/2025, and an upcoming case at the FCT High Court), Rebecca continues to enjoy police protection.

INAHURAT claims that the IGP initially dismissed the case as a civil matter and only filed charges after public pressure, in what they describe as a cover-up attempt.

“We have incontrovertible evidence showing how the IGP frustrated the investigation from the beginning. The hurried filing of charges was not in the interest of justice but a diversionary tactic,” Opara stated.

The group also accused former FCT Police Commissioner Tunji Disu of aiding Rebecca evade arrest by EFCC operatives on March 6, 2025, when they attempted to enforce a court-sanctioned forfeiture order.

“Former Commissioner Disu arrived at the scene in his official car to rescue Rebecca from lawful arrest. This is a blatant example of how the police have been complicit in obstructing justice,” Opara revealed.

INAHURAT commended the EFCC for its commitment to the case despite alleged interference and urged the agency to expedite the enforcement of forfeiture orders.

“We call on the EFCC Chairman to immediately enforce the court-sanctioned forfeiture orders. Any further delay would be a betrayal of justice,” Opara said.

The group also called on the National Assembly, oversight bodies, and President Bola Tinubu to investigate the IGP’s conduct and hold accountable all officers involved in obstructing justice.

“The President must urgently intervene and investigate the IGP’s unprofessional conduct. It is unacceptable that a criminal suspect enjoys such close proximity to the IGP and continues to obstruct justice,” Opara said.
