Hanna will preside over the Genders, Culture, The Arts and Heritage Ministry.
A lawyer by profession, the nominee is the widow of deceased Baringo senator Willia Cheptumo.
Before taking over the ministry, the nominee will be vetted by the National Assembly's Committee on Appointments, chaired by Speaker Moses Wetang'ula.
Hanna, if approved, will be the second Gender CS in Ruto's regime; the docket has lacked a CS since July 2024, when Aisha Jumwa was fired.
Stella Soi was later nominated to replace Jumwa, but was found unfit to hold the post; her nomination was rejected in a plenary of the National Assembly.
Hanna's nomination came after Ruto promised to support the family after the demise of its patriarch.
While addressing mourners at the senator's send-off in Baringo on March 1, the president committed to stand by the family owing to the deceased's passion for service and good governance.
Besides Hanna, Mbeere North MP Geoffrey Ruku is the other new entrant into the Cabinet.
Ruku was nominated to replace Justin Muturi as the Public Service CS; the nominee will equally face the National Assembly's Committee on Appointments for vetting before approval by the lower legislative house.
In other changes within Cabinet, the president swapped CSs Aden Duale and Deborah Barasa.
Duale, who presided over the Environment and Forestry docket, will take over the Ministry of Health, while Barasa, who was the Health CS, will be the new Environment CS.
