The United Nations Convention against Cybercrime was adopted on 24 December 2024 by the United Nations (UN) General Assembly. It will enter into force once forty States which are members of the UN have become Parties to the Convention. It covers a range of cybercrime-related topics, providing a comprehensive global legal framework on cybercrime and gathering of electronic evidence. While the UN Convention against Cybercrime largely follows the provisions of the Budapest Convention, it goes beyond the scope of the existing legal instruments in some parts, especially in relation to its capacity-building provisions.

This factsheet analyses the UN Convention against Cybercrime and provides information on its scope, including the legal regime, types of data and entities covered by this legal framework. It further elaborates on the procedural measures to investigate cybercrime and secure electronic evidence, international cooperation tools and capacity building mechanisms available to State Parties

The document was prepared within the framework of the SIRIUS Project. The Sirius Project has received funding from the European Commission’s Service for Foreign Policy Instruments (FPI) under contribution agreement NDICI/2024/700002618.
