Revitalising neighbourhoods across Europe with the New European Bauhaus Facility - European Union

Today, the Commission published the Horizon Europe Work Programme 2025, setting the stage for tomorrow’s launch of the first call for proposals under the research and innovation component of the New European Bauhaus (NEB) Facility — the dedicated to supporting NEB projects.

Running from 2025 to 2027, the NEB Facility will finance innovative projects to make Europe’s living spaces more sustainable, inclusive, and beautiful for everyone – the core values of the New European Bauhaus. Through its two strands – aand  – it counts ona total budget of approximately €360 million for research and innovation from Horizon Europe and at least a similar amount from other EU programmes, plus national and private funding, for implementation and scale up activities.  

For 2025, the NEB Facility research and innovation call for proposals has a dedicated budget of €118.4 million from the Horizon Europe programme. It will finance projects focusing on:  

Half of that funding – approximately €63 million – will notably finance projects that . These demonstrators will be the new anchor points to showcase the different possible angles of the NEB approach. They will be dedicated, for instance, to regenerative design within the built environment that aims to restore and revitalise ecosystems; innovations for social and affordable housing, renovation through design for adaptability and disassembly in the future; but also beautiful, sustainable and inclusive street furniture. The other half will be devoted to and other support actions. 

In the meantime, the roll-out component of the NEB Facility, which is dedicated to the development and deployment of innovative solutions at the neighbourhood level, is also receiving its first support already. (with an earmarked funding of up to €8 million for New European Bauhaus projects) were announced in April 2025. 

 

Since its launch in 2021, the New European Bauhaus has created a vibrant community with over 1,700 organisations all over Europe. More than €500 million have been invested in tangible projects in more than 40 countries to improve the life of citizens in their neighbourhoods. The NEB Prizes, which are awarded every year, showcase the diversity of projects supported – from blue community gardens in the city centre of Gothenburg to the reviving of riverbanks and the celebration of urban water resources in Sofia and Lisbon.  

With the new NEB Facility call for proposals, the Commission is taking the NEB one step further. This pioneering funding instrument revitalises and transforms neighbourhoods. It promotes innovation and new business models towards a sustainable, circular, and regenerative construction ecosystem, access to affordable housing and enables change through research and innovation to foster social cohesion and well-being. 

Transforming neighbourhoods therefore goes beyond the built environment. The NEB puts people at the heart of this holistic change. The NEB Facility will promote inclusivity and bring people from all backgrounds and levels of governance together. Projects should bring technical but also social, artistic and design expertise together.  

The NEB Facility will enable to finance projects that contribute to new solutions, inspired by bottom-up approaches and closer to peoples' needs. The integration of the local actors will also enable to incorporate the specificities of each neighbourhood. People will therefore be able to shape and participate in change on the ground. The NEB Facility will not just foster the Green Deal and clean transition, it will also strengthen and restore trust in local democracy. 

On 4 June, the European Commission will organise an info day that aims to inform (potential) applicants about the destinations and topics included in the NEB Facility part of the Horizon Europe ‘main’ work programme for 2025. The event will take place from 9:30 to 13:00 (CET) 

Following the info day, on 5 June, an online matchmaking event organised by the NEB4ALL project, the network of NEB National Contact Points (NCP), will take place from 13:30 to 17:00 (CET). It will be dedicated to consortium building for NEB Facility projects and will include pitching sessions and one-to-one meetings to facilitate networking opportunities.

Launched by the European Commission in 2021, the New European Bauhaus aims at transforming Europe’s neighbourhoods and living environment through design for sustainability and inclusion. It leads to the development of holistically thought buildings, open spaces and living environment around them promoting the EU Green Deal objectives and values. It is looking for solutions that are not only sustainable, but also inclusive and beautiful, while respecting the diversity of places, traditions, and cultures in Europe and beyond. 

The NEB Facility promotes innovative solutions and access to affordable housing, supports innovation to make the neighbourhoods more circular, regenerative, sustainable, and also inclusive, where people participate, feel connected to the place they live in and feel listened to. 

On 27 March 2025, the Commission published the NEB Facility roadmap, which provides guidance by outlining how the Commission, in close collaboration with Member States and NEB stakeholders, will implement the NEB Facility. It also details the budget, governance, and key measures.
