Lagos unleashes game-changing Public Service Accelerator

In a strategic effort to boost efficiency and leadership within the public sector, the Lagos State Government has officially launched the Public Service Accelerator Programme (PSAP).

This innovative initiative aims to equip mid-level civil servants with advanced leadership skills and adaptive governance capabilities.

The programme’s inauguration took place at the Public Service Staff Development Centre (PSSDC) in Magodo, with the Deputy Governor of Lagos State, Dr. Kadri Obafemi Hamzat, represented by Mrs. Boladele Dapo-Thomas, Chairman of the Civil Service Commission, presiding over the ceremony.

Dr. Hamzat described the PSAP as a vital investment in human capital development aligned with Governor Babajide Sanwo-Olu’s T.H.E.M.E.S+ Agenda. He highlighted the growing complexity of governance and the urgent need for a civil service that is “innovative, responsive and forward-thinking.”

“Civil servants are no longer bystanders,” he declared. “You are at the frontline of public policy and service delivery. This initiative empowers you to lead with innovation, adaptability and purpose.”

He further explained that PSAP’s accelerated learning model transcends traditional technical training to transform mindsets towards proactive and strategic governance.

The programme builds on prior reforms like Project Wheel, the Lateef Jakande Leadership Academy, and the Office of Transformation, Creativity and Innovation (OTCI), raising the standard with a curriculum rooted in real-world leadership challenges.

Mr. Afolabi Ayantayo, Commissioner for Establishments and Training, hailed PSAP as the Ministry’s flagship human capital development programme and a “deliberate policy intervention” designed to institutionalize excellence in public service.

“We are moving from rhetoric to results — from passive service delivery to strategic, future-ready leadership,” Ayantayo stated. “Governance today is not just about ticking boxes, but about the speed, trust, and innovation with which we serve the people.”

Head of Service, Mr. Bode Agoro, praised the programme as a “major leap” in Lagos State’s civil service reforms, urging the pioneer participants—drawn from Grade Levels 12 to 14—to become ambassadors of change within their Ministries, Departments, and Agencies.

“A dynamic and anticipatory public service is the bedrock of effective governance. This programme is an investment in people — the most critical asset of any administration,” Agoro remarked.

The PSAP will employ a hybrid learning approach, blending online modules, in-person sessions, mentorship, and team-based problem-solving. Its content is tailored to provide practical tools for leadership, innovation, and service excellence.

In closing, Ayantayo inspired participants to seize the opportunity: “You are the standard bearers. Let this programme stretch your imagination, sharpen your judgment, and elevate your service. The future of governance begins with those who serve.”

The Public Service Accelerator Programme is poised to become a benchmark for talent development and strategic leadership across the Lagos State Civil Service.
