High Court withdraws arrest warrant against Director of Passports

The High Court in Accra, which issued an arrest warrant for the Director of Passports, Kwasi Asante, over the issuance of multiple passports to a suspect who was being prosecuted, has withdrawn the warrant.
This is according to a statement issued by the Ministry of Foreign Affairs on Thursday, May 22, 2025.
The ministry stated that Kwasi Asante has been cleared of any wrongdoing in relation to the matter.
It was earlier reported by GhanaWeb and other media platforms that the individual who is accused of acquiring multiple passports, one Dominic Williams, acquired his last passport way before Asante was appointed as the Director of Passports.
“The Ministry of Foreign Affairs wishes to inform the general public that the High Court has formally withdrawn the arrest warrant previously issued against the Director of Passports in relation to the alleged issuance of multiple passports to an individual identified as Mr Dominic Williams.
“The Ministry wishes to confirm that the matter has been fully resolved and that the Director of Passports has been cleared of any wrongdoing. It is important to emphasised that the incident in question predates the Director’s assumption of office on 19th August 2024,” parts of the statement read.
“Records available to the Ministry show that Mr Dominic Williams acquired his first Ghanaian passport over twelve (12) years ago, with his most recent passport issued on 16th January 2024 – a full eight (8) months before the current Director assumed leadership of the Passport Office,” it added.
The ministry has expressed appreciation to the court for the professional manner it handled the issue.
Background:
The High Court in Accra issued a bench warrant for the arrest of the Director of Passports on Friday, May 16, 2025, in relation to a case it was hearing.
According to court documents sighted by GhanaWeb, although the accused person had been discharged following the withdrawal of the case by the Attorney-General, the presiding judge still requested that the Director of Passports appear before the court to explain how a single individual was issued more than eight passports.
The documents indicated that the bench warrant was issued during court proceedings on Friday, May 16, 2025, after the director failed to honour the court’s directive.
The documents further indicated that although Asante had been duly served, he had failed to appear before the court.
Kwasi Asante was appointed Director of Passports by the Ministry of Foreign Affairs in December 2024.
